Since the 18 th National Congress of the People's Republic of China,China has entered the period of technological innovation and is changing the pattern of technological innovation in the world.Chinese companies are actively transforming from technological imitation to technological innovation,especially for domestic-funded enterprises.As a technology-and knowledge-intensive industry,high-tech industries are self-evident to the role of domestic companies in the future technological innovation and development.This paper mainly analyzes the status quo of domestic-funded enterprises' technological innovation performance through the graphic method and DEA analysis method.It finds that there are two problems in the domestic-funded enterprises of high-tech industries: First,the conversion rate of domestic-funded enterprises in the transformation stage of technological achievements.Low problem.The technological achievements of many domestic companies in the R&D phase have not been transformed into real commodities,which ultimately led to the return of new products from domestic-funded enterprises to foreign-funded and Hong Kong-MacaoTaiwan-funded enterprises.Second,domestic-funded enterprises lag behind foreign-funded enterprises and Hong Kong,Macao and Taiwan-funded enterprises in the technological progress index,which leads to the level of input and output of technological innovation not only lagging behind that of foreign-funded enterprises and Hong Kong,Macao and Taiwan-funded enterprises,but also lagging behind the industry average.For domestic-funded companies,the key to improving the conversion rate of results and the index of technological progress is the improvement of technological innovation performance.This article takes the domestic-funded enterprises in the high-tech industry as the research object,uses the static panel regression method to conduct empirical analysis on the main factors affecting the technological innovation performance,and uses BP neural network analysis methods to modify and supplement the regression model.The empirical results show that: R&D personnel input has an inverted U-shaped relationship for technological innovation performance represented by new product sales revenue;internal R&D expenditures have a significant positive effect on technological innovation performance;industrial scale has a positive effect on technological innovation performance.The significant positive promotion effect and theexpansion of industry scale will help to concentrate manpower and material resources and give full play to the role of scale advantages.The increase in government funding support is not conducive to improving the innovation performance of domestic-funded enterprises.The introduction of technology has a significant positive effect on technological innovation performance.The purchase of domestic technology and technological transformation has no significant effect on the performance of technological innovation.Therefore,in order to improve the performance of domestic-funded enterprises' technological innovation,this article proposes relevant policy recommendations from the aspects of R&D personnel,capital investment,external technology acquisition,and achievement transformation in order to avoid ineffectiveness of policy recommendations.
