Based on the theories and methods of operations research and econometrics,this paper makes an empirical research on the regional differences and the main influencing factors of technological innovation efficiency of China's high-tech industry,and draws the conclusion and puts forward relevant policy suggestions.First of all,sum up and summarize the research theories and literatures of scholars at home and abroad,understood the status and deficiencies that the previous scholars' research on technology innovation efficiency of China's high-tech industry,which leads to the research content and significance.Then,through the descriptive statistics of the relevant indicators,this paper analyzes the development and technological innovation statu of China's high-tech industry,as well as the regional differences in technological innovation.On this basis,the three stage DEA model is used to measure the technological innovation efficiency of China's high-tech industry.Specifically,the empirical research is divided into three stages: the first stage,using the DEA model for initial assessment and analysis on the technological innovation efficiency of China's high-tech industry in various provinces between 2009 and 2015;the second stage,using SFA model study the environmental factors on the slack variables,so as to obtain environmental adjusted input variables;the third stage,using the DEA model analysis again,then obtain the technical efficiency values that environmental and random disturbance are eliminated.Secondly,through the analysis of the regional differences of technological innovation efficiency of China's high-tech industry,come to conclusion and put forward relevant policy recommendations.The results show that there are obvious regional differences in the technological innovation of China's high-tech industries,showing a gradual decline from the east to the central,northeast and Western Regions.Specifically,the regional differences in the efficiency of technological innovation mainly in the scale efficiency,pure technical efficiency caused by the difference is relatively small,but also more obvious.In the aspect of environmental factors,the results of SFA regression model showed that,in the government R&D support,ownership structure,market structure,enterprise scale,export intensity and location of six environmental factors,only the market structure to promote China's high-tech industry technological innovation,and other factors have a negative impact on the improvement of the efficiency of China's high-tech industry technological innovation.
