Cultivated land is the basic resource and condition for mankind to survive.At present,the situation of farmland protection in China is not optimistic.As a high-quality arable land,basic farmland is particularly important to strengthen the protection and management of permanent basic farmland.At present,there are many human factors in the process of delineating actual basic farmland in China.Therefore,the method of delineating scientific and reasonable permanent basic farmland,especially the method of decomposing the permanent basic farmland indicators and optimizing spatial distribution,is of great significance to the delineation and protection of permanent basic farmland in China.This article takes Haiyang City of Shandong Province as the research object,taking Haiyang City's urban surrounding area and area outside the city's periphery as research areas,and conducting research from permanent basic farmland index decomposition and spatial layout optimization aspects of permanent basic Farmland delineation.Among them,for the method of decomposing indicators of permanent basic farmland,the use of proof and deductions methods is applied to the surrounding areas of the city.According to the relevant requirements of the national documents,The land which the actual status is classified as non-cultivated land and the actual status is land,but due to major project occupation,Slopes larger than 15°,unstable arable land,unused arable land,and small-scale sporadic arable land,etc.,shall be strictly verified as proof of the arable land that does not meet the requirements for the demarcation of permanent basic farmland,and shall be deducted from each township,and After the deduction,the total index of the towns and villages shall not be less than910.87 hm~2;a multi-factor comprehensive evaluation method shall be used outside the city's periphery.The number of agricultural population,the current area of cultivated land,the planned adjustment and improvement of the cultivated land,the reserve for suitable cultivation,and the average cultivated land shall be selected as the indicators to establish a permanent basic farmland index decomposition system,and then use the entropy weight coefficient method to determine the weight of each factor,Based on a comprehensive determination of the permanent basic farmland protection indicators for each township,the permanent basic farmland protection index of each township outside the periphery of the city can be obtained.For the method of optimizing the spatial distribution of permanent basic farmland,the delineation of permanent basic farmland around the city is the key and difficult point in the demarcation of the basic farmland red line,and the farmland around the city is more vulnerable to human activities and urban development.Therefore,this study takes the idea of“three lines”collaborative delineation as the entry point,and adopts the ideas of ecological priority,strict proof of construction land,high-quality cultivated land priority,and resource allocation in the market.As well as the ecological safety network construction,construction land suitability evaluation and cultivated land quality comprehensive evaluation and other methods are organically combined.The original land evaluation and site analysis(LESA)methods proposed by the US Department of Agriculture have been improved.Through the ArcGIS spatial analysis function,the permanent basic farmland layout surrounding the urban periphery has been comprehensively optimized.The method of optimizing the distribution of permanent basic farmland outside the area around the city is mainly through the comprehensive evaluation of multiple factors,comprehensive selection of effective soil thickness,surface soil texture,barrier levels,soil organic matter content,terrain slope,irrigation guarantee rate cultivated land continuum,ecological security,and degree of susceptibility to geological disasters were used to establish a comprehensive evaluation index system.Comprehensive evaluations were made on the degree of suitability of arable land for permanent basic farmland.On this basis,Haiyang City was combined.The ecological safety protection plan is used for the optimization of the ecological layout of permanent basic farmland.Finally,by using the Topsis algorithm to comprehensively sort the evaluation units of cultivated land in towns outside the city periphery in Haiyang City,and combining the results of the decomposition of the permanent basic farmland indicators outside the surrounding areas of the city,the comprehensive sequencing The arable land will be screened according to the comprehensive ordering from high to low,and priority shall be given to the allocation of arable land with good comprehensive quality to the permanent basic farmland,and the townships and villages shall achieve the permanent basic farmland decomposition indicators,so as to achieve the purpose of optimizing the spatial distribution of the permanent basic farmland outside the periphery of the city.The results showed that the area of permanent basic farmland designated by Haiyang City reached 65,543.18 hm~2,of which the permanent basic farmland area in the surrounding area of the city was 1289.00 hm~2,and the area outside the surrounding area of the city was 64254.18 hm~2,all reaching the permanent basic farmland protection index issued by the superior;After the permanent basic farmland space layout was optimized,the red line of the permanent basic farmland protection,the red line of ecological security protection and the the urban development boundary jointly optimized the production,life and ecological space in Haiyang City and was conducive to the construction of ecological civilization in Haiyang City.Finally,this study compares and analyzes the number,quality and layout of the permanent basic farmland before and after demarcation.The analysis verifies the scientificity and rationality of the delineation of permanent basic farmland in Haiyang City.
