The research of energy utilization efficiency is mainly from the macro level,such as the state and the country at this stage.However,research from micro level is relatively scarce.Most study focuses on the study of iron,steel,thermal power and other enterprises.The research involved in oil refining enterprises is relatively insufficient.Energy consumption of petrochemical industry has the characteristics of large amount,high strength and energy efficiency.With the increasingly tight energy consumption in China,oil refining enterprises as a key energy consumption units,need to make a contribution to protect the country's energy security.At the same time,energy consumption is also occupying a large proportion in the production of oil refining enterprises,in order to ensure the sustainable competitiveness in the open market,oil refining companies also need to focus on improving energy efficiency.Through reviewing the domestic and international literature review,this paper discusses the economic,technical,management and social benefits of energy efficiency of oil refining enterprises,and based on 3E(energy,economy and environment)model,the paper constructs the evaluation index system of energy utilization efficiency of 4 level indicators and 13 indicators,two indicators and three indicators.After that,through the grey TOPSIS method.This paper handled the production data from eight refineries and worked out the refinery efficiency evaluation and the dealt with the effectiveness validation.The results show that the evaluation method is practical and effective.Finally,on the basis of the above analysis,the thesis in the perspective of oil refining enterprises put forward relevant suggestions to improve energy utilization efficiency.
