| Service outsourcing industry has a great advantage in the aspect of the resources allocation optimization and cost savings.Furthermore,it plays a positive role in the development of local economy which would raise the level of local employment and promote industrial restructuring.The last forty years has seen its rapid development worldwide.With the world economy is recovering slowly and the economy of China growth slows,the development of China's service outsourcing industry is of important strategic significance to promote China's industrial structure adjustment and change the mode of economic growth.This paper selects Qingdao's strategic emerging industries---service outsourcing industry as the research object.And it firstly introduces the background and significance for service outsourcing,and sorts out its related concepts and theories.And some existed problems which could limit its development are given qualitatively.Then build an evaluation system that contains 15 indicators related to the service outsourcing industry competitiveness on the basis of previous achievements and evaluate 21 other cities as a comparison sample with Qingdao.By factor analysis,an empirical test is performed to make the final conclusions.It indicates that Qingdao possesses premium conditions and relatively reasonable industrial layout for service outsourcing industry.It stays at a middle level when considering all cities in China.Specifically it has exceeded some model cities which include Daqing,Nanchang,Hefei,Harbin,etc.while still has a greater gap with Beijing,Shanghai and other places.From the view of index analysis,its contracts amount and delivery amount are both at a medium level.Moreover,empirical studies shows that Qingdao rates at the top cites for service outsourcing industry,and human and financial resources are the most two important factors which could restrict its development.Thus,at final the paper proposed some suggestions after considering all the conclusions. |
