Investigation And Countermeasure Research On Agricultural Land Transfer In The Fifth Division Of BingTuan

With the advancing of agricultural reclamation reform,the agriculture of the regiment has ushered in a new development opportunity.Land transfer is an important content of agricultural reclamation reform,which is conducive to optimizing land resource allocation and improving labor productivity,and plays an important role in promoting the application of agricultural technology popularization and the increase of workers' income.Farmland circulation as the household contract responsibility system of the implementation of a kind of effective form,is the need of resource allocation in market economy,is to promote the needs of the corps of the urbanization,is also a corps of agriculture to the inevitable trend of modernization and scale development.However,in the process of land transfer policy,the policy has been impeded by many factors and even has a negative effect on the economic development of the corps.In round field reform continued to deepen,the corps under the background of land circulation policy environment more loose,understand the current status quo and problems of corps of land circulation,summing up the experience of corps of farmland conversion is particularly important.This paper,taking the fifth division of the corps as an example,studies the current situation,problems and countermeasures of the fifth division of the corps in the field of agricultural land circulation based on the comprehensive reference of domestic and foreign research and field investigation.First from the flow object,flow scale,transfer,flow dynamics of the fifth division of farmland circulation present situation analysis,and then find out farmland circulation problems and restricting factors in the process,finally puts forward concrete countermeasures Suggestions to promote the fifth division of farmland circulation.The following conclusions are drawn from the research:(1)the scale of agricultural land circulation of the fifth division is constantly expanding,and the per capita circulation land area increases gradually.The agricultural land transfer objects mainly include the staff of the youth league,the non-corps staff,the youth league or the state-owned operation company,the other company five types;The transfer mode mainly includes subcontracting,leasing and exchange;Disease,retirement,labor transfer and industrial structure adjustment are the main driving forces for the agricultural land transfer.(2)the fifth division of farmland circulation,such as incomplete transfer contract,price assessment process is not normal,circulation of program specification,land circulation system and mechanism is not perfect,to organize and coordinate the initiative is not strong,and such problems as lagging development of new type of agricultural management main body.(3)legal basis,structure of property rights,comprehensive benefits of circulation,regional economic level,social security,and cadre awareness are the main factors affecting the agricultural land circulation of farmers.Based on the above research results,this paper put forward the following Suggestions: understanding,establish a system of exercise the right of land use is not suitable for fault system and the parties responsibilities clear land circulation and land circulation time period;We will improve the circulation mechanism,standardize the transfer of land contract management,and actively explore new ways of land transfer.In the industry,we should strengthen the support of the dominant industries,cultivate and expand the main business entities,and expand the space for increasing agricultural efficiency.On the policy side,we will step up support efforts,formulate relevant supporting policies for land transfer,and improve the safeguard mechanism.
