Exit Path Design For Adjustment Plan Of BCT

Since the reform and opening of China,state-owned enterprises(hereinafter referred as SOE)reform fostered a multitude of vigorous new companies through system innovation and structural adjustment,optimized state-owned economic layout and remarkably enhanced vitality,influence and control power of state-owned economic.Meanwhile,inferior SOE adjustment also obtained varying degrees of progress.However,compared to Forward,exit is still an arduous task.This thesis builds a decision-making model of SOE adjustment and exit,through analyzing the cause of inferior SOE and barrier of exit,based on practical operation cases,and apply the model to new practice of inferior SOE exit.Firstly,this thesis started from the background and the way of SOE' arise,concluded that the inherent features of SOE under planned economic system determined SOE difficult to adapt to market environment.Lots of SOE are dominated in market competition,and have to exit from market.Secondly,by analyzing exit barriers of SOE including economic barrier and policy barrier,combined with SOE adjustment and exit decision-making cases of BAAM company,this thesis puts forward the idea that inferior SOE cannot just exit for exit only,but still have to fulfill the social responsibility,which should be taken as the basis of exit path decision-making.When make choice of SOE exit path,bankrupt or cancellation should be chosen based on enterprise scale.For the SOE conforming to bankrupt conditions,SOE should firstly strip effective asset according to related regulations based analysis of effective assets and effective debts,to foster new advantage business,and create re-employment platform for staff and lighten social burden,also make profit to make up retiree cost.Later the SOE could implement bankrupt exit.By summarizing and extracting the above-mentioned decision making process,this thesis built the inferior SOE exit path decision making model,and apply the model to practice to put forward BCT adjustment and exit path plan.This model made up the shortage of inferior SOE exit theories,and made the theories more systematic and complete.The practice achievements of finished and on-going inferior SOE exit project,including BCT,indicated that this model has universal meaning forguiding inferior SOE exit and obvious promotional value.At last,this thesis declared the limitation of this model and forecasted concerned further research and exploration in future.
