In recent years, Shengli Oilfield has with Iran, Algeria, Azerbaijan and other countries oil business cooperation, overseas market has been expanded its business overseas business has become an important link in the chain. The technical personnel is an important factor related to the success or failure, but the company’s existing overseas technical personnel but there is a relatively narrow range of knowledge, skills, relatively simple, limited foreign language proficiency and other issues. Lack of cross-border operations and quality that matches skilled personnel, has seriously affected the expansion of overseas business of Shengli Oilfield. So increasing overseas training of skilled personnel has become a top priority.Firstly, the training of existing personnel overseas skills Shengli Oilfield has combed found Shengli Oilfield currently exist overseas skills training needs analysis training deficiencies, lack of targeted training content, training methods, such as single issues, leading to the creation of training cannot be effective improve the overall quality of skilled personnel to make competent work overseas. To solve the above problem, we depart from the perspective of competency in basic reading literature. Then through the Delphi method and location quotient analysis of existing competency screening indicators constitutes competency level. Finally, AHP gives weight to the existing indicators at all levels, constitute Shengli Oilfield overseas skilled personnel competency model.Finally, foreign skilled personnel competency model as the basis, combined with the training status of Shengli Oilfield above analysis, the proposed improvement measures: one to establish training needs analysis based on competency model; Second, the breakdown of the trainees; Third, the distinction between training content Settings; Fourth, design flexible forms of training; Fifth, pay attention to the training direction and maintain inter-sectoral cooperation.
