The Profit Distribution And Policy Research Of Crop Straw Industry Body In Jiangsu Province

In the dual background of global fossil fuel depletion and air pollution,the contradiction between economic development and ecological environment destruction in China is increasingly serious.The biomass energy with limited resources and pollution which replaces the fossil energy is inevitable strategic choice under the new normal state of economic development.Crop straw belongs to important biomass energy,including many advantages of large resources,wide source,and renewable and low sulfur content.China is the country with the most crop straw resources in the world,so that the comprehensive utilization of straw has great potential.The national and local governments at all levels have formulated various policies and regulations to facilitate the development of new straw industry.And it actively encouraged and promoted the resource utilization of crop straw.In March 2017,Premier Li Keqiang proposed a new initiat ive which from "encourage the straw to use" to "accelerate straw utilization ",and demanded to accelerate the pace of crop straw resources industrialization during the government work report meeting.Jiangsu province is a developed agricultural province,and the development of crop straw industrialization is quite fast.Taking Jiangsu province as an example,this paper studied how to construct the scientific and reasonable profit distribution mechanism of crop straw industry.This paper analyzed the present situation of the main profit distribution of crop straw industry in Jiangsu province.Also the paper discussed the cooperative game between government,enterprises and farmers in the crop straw industry,and the existing distribution mechanism accounts for the problems and reasons.Through the quantitative analysis the paper established an evaluation index system of the impact factors,and then combined with the network analysis to improve the traditional benefit distribution model Shapley method.The benefit distribution model of crop straw industry in Jiangsu province is to optimize the measures and policy recommendations.The results of this paper are as follows:(1)Jiangsu province is an important agricultural area.The annual output of grain,cotton and oilseeds are increasing year by year in Jiangsu Province.The crop straw is mainly rice which more than half of the total straw.(2)The amount of straw resources in Jiangsu province shows the distribution of the gradual increase from south to north.And the straw industrialization in north Jiangsu has great potential,in which the amount of straw resources in Yancheng is the first.(3)The crop straw utilization industry in Jiangsu province develops well.And it actively promoted many forms of comprehensive utilization of straw.Straw,power generation and other technologies are widely promoted.(4)Using the ANP-Shapley value method to construct the main benefit distribution mechanism of crop straw industry,and then clarified the comprehensive contribution of each participating members and make positive and negative compensation respectively.
