| The problem of poverty is a major task and challenge facing the Chinese government.As a top design and guideline for poverty alleviation work in the new period,the policy of precision poverty alleviation has been high hopes.Implementation is the key of the policy,poverty alleviation policy can achieve actual effect is inseparable with the policy implementation.In the past,the research on policy implementation pays more attention to the deviation of policy executive and the lack of research on the impact of policy object on policy effectiveness.Through the concept of policy dependence,to analyze policy object how to affect the policy effect in the process of precision poverty alleviation.Lack of ability is both the cause and the result of poverty.The current policy of precision poverty alleviation,focusing on the income of the target,the development of its capacity is still insufficient.Benefit analysis is the key to understanding policy implementation.Behind the precise poverty alleviation policy is the huge policy interest,in the precise poverty policy implementation network,the game of interests is taking between supporter and object of poverty,which adjust their behavior orientation and path selection,under the guide of Achievement orientation and Benefit orientation.In this process of interaction,the object of poverty alleviation has formed a dependence on precision poverty alleviation policies.The poverty alleviation object upholds the spirit of " policy is the key to poverty alleviation ",and hoping to shake off poverty only by policy and excessive dependence poverty alleviation policy as an external,which limits the autonomy of poverty object and the development of the ability of getting rich.Due to the existence of poverty alleviation policy dependence,the effectiveness of poverty alleviation policies have been severely weakened,the poverty achieve an increase in income,but the development capacity has not improved,and even weakened.From the perspective of ability poverty,we can sort out the generative logic of dependent poverty: In the state of poverty,due to the lack of development capacity,poverty alleviation object is easy to rely on poverty alleviation policy,and policy dependency has led to the vulnerability of poverty alleviation,which made the object more likely to return to poverty at any time,and fall into the dependent poverty state.Which is the vicious circle of "poverty—policy dependence—poverty alleviation vulnerability —dependent poverty".Therefore,to overcome the policy dependence,and to prevent the formation of dependent poverty,need to strengthen the capacity of poverty alleviation project,and make the capacity development be the primary goal of poverty alleviation,not just to raise income. |
