Study On The Whole Process Risk Management Of PPP Mode Project

China is vigorously popularizing the PPP mode,and it has an irreplaceable role in widening the financing channels and giving full play to the advantages of social capital.But the PPP project cooperation construction for the reason of long maturity and long operation period,big investment scale,investment and financing structure and management mode is changed,and so on,led to the PPP project faces more complex risks and issues.In the face of the widespread non-standard problems in the industry,risk management is needed to control risks and finally achieve the project goal.This article based on the life cycle theory,the public-private cooperation theory and risk management theory,construct the PPP project whole process of risk management framework,risk assessment and risk response.Management by objectives in the whole process of the PPP project risk management is the basic orientation.Project company as the implementation subject of risk management,information system and organizational management provide a mechanism for risk management,analyzes the functions of the PPP project type organizational structure,and through the VF technology to build the whole process of risk management information system.As the focal point in this paper the whole-process risk management of PPP project,the fourth chapter elaborates on the risk identification,risk assessment and risk response.Through the failure case summary and Delphi method to identify a set of principles,general project risk list(a total of 64 risk factors),for the PPP project provides a comprehensive reference to practical application.Referring to financial [2014] no.113 regulations on whole life cycle,combined with the characteristics of the risk management in this paper,the PPP project risk management process,in this paper divided into stages of preparation,procurement,financing,operation and the phase transition phase.This paper explains the process of project risk identification,the design process of risk allocation mechanism of PPP project,and provides practical methods for practical application.This paper puts forward some Suggestions to deal with the risk of PPP project,including risk transfer and risk utilization.Finally,through case analysis,the paper verifies the operability of fuzzy mathematics in risk assessment,and analyzes the factors that have the highest risk degree.The risk allocation mechanism is designed and the specific risk prevention measures are put forward.
