Research On SPV Project Risk Management In PPP Mode

PPP mode refers to the cooperation between the government and social capital.It is the relationship of benefit sharing,risk sharing and long-term cooperation established between the government and social capital through franchising,equity cooperation and other means to enhance the supply capacity of public goods and services.Although the PPP modes in China are encouraged and supported by the current policies,their participants have good ideas and original intentions,and these modes are operated flexibly,the implementation and successful implementation of PPP projects are still faced with problems in various aspects: the hierarchy of related PPP laws and regulations is low and imperfect;the pre-project approval procedures are not compliant or complete;the land acquisition,demolition and compensation are difficult to advance;the project funding gap is large with long cycle and financing difficulties;the social and market environment fluctuates greatly;the competence of the practitioners is insufficient,etc.All these problems mentioned above have brought varying degrees of impact on the operation and implementation of PPP projects,causing hidden risks of project management.This paper analyzes and studies project risk management from the perspective of SPV under the PPP mode.Starting from the theoretical research of the subject,the project risk management research and empirical work of SPV are carried out according to the general idea of finding,analyzing and solving problems,and finally the methods and results that can effectively solve the problems are summarized.By the methods of literature research,verification table,expert decision-making,analytic hierarchy process(AHP),fuzzy comprehensive evaluation and case analysis study,etc.,this paper systematically carries out analysis and research for SPV project risk management in thePPP mode on such aspects as risk management plan,risk identification and analysis,risk assessment,risk response and monitoring etc.Firstly,the basic method of project risk management is obtained through literature research.Secondly,risk management plan is made,and project risk identification and analysis are carried out by using verification table method and expert decision method.Thirdly,a reliable and feasible risk evaluation model is constructed,and the fuzzy comprehensive evaluation method based on analytic hierarchy process is used to effectively carry out project risk evaluation and obtain the results of risk evaluation.Then,according to the results of risk assessment to make risk response,it forms a relatively complete project risk management framework.Finally,according to the actual case of the SPV project risk management empirical study,this paper has drawn the corresponding conclusions.By systematically carrying out the project risk management research on SPV and drawing corresponding conclusions and results,this paper hopes to provide some reference for the current project risk management of SPV,and put forward a few simple,feasible and effective ideas and methods for further research and practice on project risk management of SPV in the future.
