The capacity building of civil servants in the taxation department is the support and guarantee for promoting the modernization of the national taxation governance system and governance capacity.It is also an inevitable requirement for the construction of a service-oriented government,a rule-of-law government,and an innovative government.Because of the large number of grass-roots civil servants in the taxation departments,their lack of capacity directly constrains and affects the efficiency and image of the tax authorities.Therefore,under the current reform of the tax collection and management system,it is imperative to improve the grass-roots civil servants' capacity building in the taxation departments.This paper through the literature analysis,work log method,event interview method,based on the work of the Xigu District Local Taxation Bureau of Lanzhou City,refines the competency factor database,and conducts a questionnaire interview with civil servants of the Xigu District Local Taxation Bureau.The questionnaire data are processed by SPSS software.The paper uses the factor analysis to construct a competency model of the Xigu District Local Taxation Bureau of Lanzhou City with 6 dimensions and 24 competence factors.On the basis of the competency model,this paper analyzes the status quo of civil servants' capacity building in the Xigu District Local Taxation Bureau of Lanzhou City,as well as the problems and dilemmas they face.The paper points out that he aging of the cadre's age structure,imperfect system guarantees,low level of personnel management,and insufficiency of training work are the causes of grass-roots civil servants' capacity building at the grassroots level faces uneven levels of civil servants' ability,lack of ability assessment orientation,and education,problems such as low level of training,insufficient subjective motivation of ability enhancement and the single incentive measures.Based on this,drawing on the excellent experience of civil servants' capacity building both at home and abroad,it provides useful inspiration for the civil servants' capacity building of the Xigu District Local Taxation Bureau,and then proposes improvements in capacity building planning,training and education models,capacity building measures,and civil servant incentives of Xigu District Local Taxation Bureau Civil servant capacity building countermeasures.
