Study On Evaluation Of Ecological Civilization Of Dali Prefecture

With the development of society,the industrialization and urbanization's developmen are dependence on resources,resource consumption is increasing,while emissions have continued to expand the scale of pollution,while the scale of pollution emissions is also expanding,increasingly serious environmental problems,are becoming increasingly valued by the people.The party's 18 report states clearly that put the eco-efficiency,resource consumption,environmental damage into the evaluation system of economic and social development,and build an ecological civilization to reflect the objectives and requirements of the development system,assessment methods,rewards and penalties.build ecological civilization reflects the objectives and requirements of the development system,assessment methods,rewards and penalties.Dali Prefecture belong to the less developed regions in our country,and it's also the ecological barrier in southwest China,so it's a geographical environment and very special,ecological position is particularly important,it faces the double pressure of economic development and ecological protection,so the evaluation of construction of ecological civilization in Dali is very important.Construction of ecological civilization is a complex integrated system,covering a very wide range,mainly related to four aspects,such as economic,social,resources,and environment.The indicators design were based on the depth understanding of ecological civilization and sustainable development concepts.The index system is decomposed into four aspects,like ecological economy,ecological environment,resource supporting and sub-ecological society.And selected 36 typical representative of the indicators to reflect the specific circumstances of ecological civilization construction.While building index evaluation mode of ecological civilization,using entropy method to weight the each indicator.And calculated by exponential model.And analysisde by the results of Dali Prefecture ecological civilization construction situation.The following conclusions is the paper studies:(1)Construction of ecological civilization of Dali Prefecture overall evaluation.By calculating we find that the total index ecological civilization of Dali from2005 to 2013 were 100,106.531,110.526,114.806,120.590,we can see the level of ecological civilization construction in Dali continuous to improve and the overall development situation is good.(2)The structure evaluation of ecological civilization construction of Dali Prefecture.The results are:? Dali Prefecture ecological economic indices were 100,103.222,122.270,129.960,152.409,the ecological level has been greatly improveed and was the fastest,energy conservation situation is good.? Compared to the ecological-economic indicators,the Environmental Development was not so good,ecological index was only 102.650 in 2013,and compared with the base period of 2005 has been increased slightly.It has a greater sharp fall as compared to2011,so the ecological environment pressure,environmental emissions can't delay.? In addition to 107.223 in 2007 has been higher than the base period of 2005,the index of Source Supporting were lower than the Base Index in other years.Source Supportingt has inadequated and the resource carrying pressure was increasing.(3)The problems of construction ecological civilization in Dali Prefecture.? The level of ecological environment needs to be improved:as the weights,the proportion of the ecological environment subsystem is 0.344,significantly higher than the other three subsystems.As the resulting index,ecological environment index value is always less than the value of ecological civilization index of the last year.,large amounts of waste and pollutants in industrial,agricultural and life hava become a major problem of the construction of ecological civilization.? resource carrying capacity needs to be strengthened:ecological resources is very rich in Dali Prefecture,but economic development makes a lot of resources are consumed and waste.From the index score,the Source Support is the lowest index level,and has seriously hampered the development of ecological civilization construction process.(4)Finally,we proposed the corresponding suggestions and countermeasures for the future development of ecological civilization Dali Prefecture as the conclusion and the situation in Dali:the first is based on regional advantages,adjusting the industrial structure;the second is to control environmental pollution,improve the ecological environment;third to establish an effective mechanism,to ease pressure on resources;Fourth,improve service facilities,promote social equity.
