Interacting coordination between ecology and economy is the basic request of sustainable development.Northern Shanxi is an enrichment region of energy resources, an extremely vulnerable and poverty area as well in china. Its sustainable development relates to national energy safety, regional ecological stability, and the local people' s taking off the poverty.So the paper evaluted the interacting level between ecology and economy in this area and took responsive measures to realize regional sustainable development. Based on the Agro-pastoral questionnaire, analysis of soil water, statistics data, meteorological data, water resources utilization data, using statistics methods, mathematics model and economics principle etc, the paper analyzed interactive degree between ecosystem and economy through the following aspects: the changing trends of eco-environment, the analysis of economic level and its influencing factors, the calculation of coordination degree and interaction degree, and evaluation of soil hydrology effect etc. The results indicated: ecological frangibility is mainly restrictive problem for regional development of sandy area in Northern Shaanxi since 2004. Meanwhile, the evaluation results of the soil water showed that: the sequence of ecological hydrology effect in sandy area is herbage plants, shrubs, and arbor.(1) Using principal component analysis, the paper analyzed the main influencing factors of eco-environment and economy development. The results showed that: the agricultural development level, the village life level, the infrastructure construction condition, and the maturity of non-agricultural industry play important roles in economy development in this area. At the same time, the mainly effect factor of eco-environment changing are natural ecological pressure, the utilization efficiency of water resources, the pressure of resources and human activities, the comprehensive factor of agricultural production and water resources pressure.(2) The results of the evaluation showed that the coordination degree of ecological environment and economy kept with good coordinated development from 1994 to 2005. Among them, Yuyang's coordination degree took on "∩" evolvement situation, which changed from good coordinated development to high quality coordinated development, and finally came back to good coordinated development. Shenmu and Fugu belonged to slowing comedown type, and the coordination degree changed from high quality to intermediate coordinated development, and then to elementary coordinated development. Hengshan and Jingbian belonged to a steady ascension type, and the coordination degree ascended from close to the maladjustment to intermediate coordinated development, and evolved to good coordinated development, then to high quality coordinated development. The coordination degree of Dingbian maintained between good and high quality coordinated development, but occasionally appeared abnormal fluctuation, so the paper confirmed the coordination degree in jumbled changing type.(3) As the coordination degree can't reflect the integrated effect of ecology and economy, we put forward the concept of "interaction degree", it can evaluate the precise coordination level between ecosystem and economy, and the degree of their positive interaction. Before 1998, the region development was mainly restricted by economy. From 1998 to 2003, the development of economy kept with the ecology, the interaction degree had asend from elementary interaction to intermediate interaction. Since 2004, frangile ecology was mainly restrictive factor for regional development, which led to the interaction degree falling to elementary level.(4) Because the backward ecology has been the main restrictive factor for regional development, we especially care about the problems in ecological construction.The hydrology results of the ecosystem construction indicated: artificial plants need consume too much water than their retaining water; the herbage plants can retain more water than shrubs pants, at the same time, the shrubs' effect of hydrology are better than arbor plants. On the other hand, the hydrology effects of local sandy vegetative species are better than exotic species.(5) Through the research of development of environment and economy in Northern Shaanxi, the paper put forward the suggestions that ecologocal grass industry can promote interacting development between local economy development and the eco-environment.
