The Cooperation Dilemma And Path Selection Of Haze Govermance In China

The game between environmental protection and economic development has always been a difficult choice for our government.With the deterioration of environment and industrial development in recent years,environmental pollution has intensified.Environmental protection has increasingly become a hot issue of public opinion.In the environmental problems facing mankind,there are reports that haze pollution is the most harmful.He not only endangers the physical and mental health of the individual,but also disrupts the normal social production and civil life order,and produces a negative effect on the sustainable development of society and the economy and destroys social stability.In recent years,haze governance has become a problem that people must pay close attention to in daily life.For our country,changing the mode of economic development,creating ecological civilization and introducing environmental protection policies are all arduous and important tasks faced by the government.China's haze control began in 70s twentieth Century,but now the quality of atmospheric environment has worsened.In addition to people who have been sacrificing the environment at the expense of a rough economic development way to increase GDP,such factors as the policy management system,the social life style and the citizen's cognitive concept are also one of the important factors that lead to the gradual deterioration of the quality of the atmosphere.At present,a variety of current governance schemes in our country discuss how to contain the fog and haze pollution from the technical level,but in combination with the national conditions of our country,the cause of the fog and haze pollution has a special national day and complexity,and containment and governance is always a huge system project.He called for concerted and balanced governance from various aspects such as politics,economy,culture,ecology and society.This paper expounds the emergence and present situation of haze,starting with the status and characteristics of haze pollution,comparing the haze control theory at home and abroad through theoretical analysis and contrast method,giving examples of haze control in different areas in China,exploring the harm of fog and haze pollution,and clarifying fog from the aspects of self factors and human factors.The causes of haze were also discussed,and different groups such as government and enterprises,governments at all levels,enterprises and enterprises,and individuals were applied to explore the value of haze governance.At the present stage,the haze management in China is still in the primary stage of small cooperation,no obvious cooperation effect,simple cooperation degree and no long-term mechanism.There is a big gap between the developed countries and the developed countries.So on the one hand,in the action of haze governance,the relevant stakeholders should be joined together to find the best balance of governance.At the same time,in view of the big gap between the developed countries and the developed countries,we need to continue to increase the investment in technology and prevent the occurrence of haze pollution from the source.At the same time,we should also require sound policies and regulations to support,establish strict regulatory mechanism and ecological compensation mechanism,strengthen upper level supervision and improve officials' promotion mechanism.It is suggested to strengthen the cooperative governance mechanism of fog and haze,so that the intergovernmental,government and enterprises,enterprises and individual stakeholders can carry on the synergistic governance of haze more deeply and continuously.This paper tries to discuss the cooperative mechanism and path selection of haze governance in the interest parties in order to meet the reasonable expectation of social citizens to improve the environmental quality and promote the ecological civilization.
