In order to implement national energy development strategy, the state adopted a varietyof macro policy, an energy-saving evaluation of fixed asset investment project is one of them.Energy saving assessment can reduce energy waste, from the source has a promoting effect onenterprise energy conservation and industrial development."Twelfth five-year" since the rapiddevelopment of economy in our country at the same time it still has problems such asexcessive resource consumption and environment destruction, and these problems restrict thesustainable development of economy in our country, especially on the oil companies,basically there is a high energy consumption, energy efficiency and lower adverse factors,caused the enterprise production cost increase, therefore, we should adopt scientific andeffective method of energy saving drives the oil field enterprises to economic energy-savingtransformation.Based on the study of the fixed assets investment project interim measures for energysaving assessment and review "(order no.6of the national development and reformcommission) file, on the basis of energy-saving evaluation of gas field surface constructionengineering theory analysis, first of all, on the basis of assessment and evaluation methods todetermine whether a project accord with a country and energy-saving industry related industrypolicies and development planning, based on profile details about the project, the projectconstruction scheme of energy efficiency assessment research, mainly from the gas fieldgathering and process of natural gas processing system, etc, to carry out the related researchwork, according to the theory and method of energy-saving evaluation, determine the project’slocation, general layout, process flow, technical scheme, mainly used to process workingprocedure, main energy consumption equipment is scientific and reasonable, whether conformto the relevant energy-saving standards and specifications.Through the analysis of project feasibility study stage of energy saving measuresevaluation, to determine whether a project design adopts advanced technology and newtechnology of energy conservation, according to the actual circumstances of the project andthe analysis of the current process study, put forward the corresponding measures andSuggestions, energy consumption calculation program and determine the correspondingindicators of energy efficiency, according to the analysis of energy efficiency indicators, toevaluate the level of energy efficiency for a project. Finally combining the tower I gas fieldsurface construction engineering instance, will be determined by the evaluation method isapplied to actual projects, the verification in this paper, the research of gas field surfaceconstruction engineering project feasibility and rationality of energy-saving evaluationmethod.
