Jiangxi province has achieved rapid economic development in recent years,but the economic development has also caused some damage to the ecological environment.For long-term unreasonable development and utilization of ecological resources makes the presence of large amounts of debt and environment ecological risk in our province,so that,in turn,will restrict the economic development in our province,influence social progress in our province.Therefore,at the same time as economic development of our province,we have also made a series of improvements to the ecological environment,and the ecological compensation is particularly important.Under this background,the research and practice of ecological compensation in Jiangxi province came into being.At first,this thesis explains the basic concepts such as biological productive land,ecological footprint,balanced factor,ecological carrying capacity,yield factor,ecological deficit or surplus,and ecological compensation.secondly set forth the basic theory such as the sustainable development theory,externality theory and rent-seeking theory.Again,using game theory to analysis the ecological compensation for the stakeholders of Jiangxi province,including: upper and lower levels of government,the local government and developers,the Compensatory party and compensated party.summarizing the necessity of the ecological compensation and providing the corresponding theoretical support for the implementation of the ecological compensation,and the form of ecological compensation can be determined.Then based on the ecological footprint model to analyze the ecological compensation in Jiangxi province,and using the 2015 biological and energy consumption data in jiangxi province,to calculate the ecological footprint and ecological carrying capacity of 11 cities in Jiangxi province,then the ecological deficit and the ecological compensation amount can be drawn,determining quantitative compensation.Finally,through the game theory and empirical analysis,the main conclusions of this paper are drawn and some policy Suggestions are made.The main conclusions of this paper are: 1.There is a serious imbalance between supply and demand of ecological resources in Jiangxi province.Of 11 cities in Jiangxi province,all the differences between urban ecological carrying capacity and ecological footprint are negative,means that 11 cities are ecological deficit,ecological resources demand is greater than the supply of ecological resources,existing the serious over-exploitation of natural resources,so that there is a serious damage to the sustainable development of ecological environment in Jiangxi province.2.Quantifying the ecological compensation in Jiangxi province.Since 11 prefecture-level cities in Jiangxi province are in the state of ecological deficit,they all need to pay some ecological compensation.The total ecological compensation for Jiangxi province is 86.982 billion Yuan.3.On the choice of compensation,the market compensation should be given priority,the government compensation is complementary,using a combination of a variety of ecological compensation,enables the ecological compensation fund to mobilize.When a resident is not given enough compensation from the enterprise,the government will pay a subsidy to resident or charge a fine from the enterprise to pay for the residents.The policy recommendations of this paper include: 1.Developing circular economy to realize sustainable development;2.Improving the usage efficiency of cultivated land and woodland;3.Local governments establish and improve the supervision and Incentive mechanism;4.Build the social integrity file in ecological compensation.
