China is a country with relatively scarce water resources,and the problem of wastewater discharge is also serious.In recent years,with people's constant attention to resource and environmental issues.the industry's wastewater discharge standards have been continuously improved;supervision and management efforts have been continuously strengthened;and the company's wastewater treatment technology has also improved.However,there are still serious problems of wastewater discharge.Compared with domestic sewage,industrial wastewater is more harmful to the natural environment.If the toxic substances present in the industrial production process cannot be cleaned up effectively,the discharge of wastewater will affect our ecological environment.The water consumption and the displacement of the thermal power plant are very large.In addition,thermal power generation,especially coal-fired power,is a highly polluting and energy-consuming industry.Wastewater from power plants comes from general waste water,ash-washed water,and domestic sewage,which may contain some organic matter,acidic substances,alkaline substances,trace elements such as nitrogen,phosphorus,and sulfur.Poor treatment will affect the safety of the surrounding water.The comprehensive evaluation of the project can help project managers to reasonably expect the future development of the project in order to make reasonable decisions and reduce risks;it can also improve the scientific level of decision-making.Taking the zero-emissions transformation project of HNQB Thermal Power Plant as the research object,on the basis of a large number of literature references,the background and significance of the paper,the research and development status of the comprehensive evaluation of the project at home and abroad,and the main contents and ideas of the article are introduced.In addition,the second part elaborates the theoretical basis of comprehensive evaluation,including the connotation of evaluation and comprehensive evaluation,multi-index comprehensive evaluation,the definition of comprehensive evaluation right and the method of determining the right,the basic method of comprehensive evaluation,and the research content of comprehensive evaluation.Then the overall situation of HNQB Thermal Power Plant Wastewater Zero Emissions Renovation Project was introduced from four aspects: project overview,process technology plan,wastewater zero-emissions retrofit project plan,and economic evaluation of wastewater zero discharge renovation project.The fourth part introduces the basic theory and application steps of AHP and fuzzy comprehensive evaluation method,and proposes a fuzzy comprehensive evaluation model.Finally,through field observations of the zero-emissions transformation project of the HNQB Thermal Power Plant,and following the project's technical characteristics and special attributes,a comprehensive evaluation index system for the zero discharge of wastewater from HNQB thermal power plant.It mainly includes four aspects of economic benefits,environmental benefits,social benefits,and zero-emissions wastewater reform programs as first-level indicators and 11-category secondary indicators.Based on the weights of each indicator determined by the Analytic Hierarchy Process,fuzzy comprehensive evaluation is used to quantitatively determine the degree of excellence of the upgrade project.It has guiding significance and reference value for the realization of zero-emissions transformation technology of other thermal power plants and comprehensive evaluation of the project.
