Intergovernmental synergetic governance is the inevitable requirement and realistic path of regional public affairs governance and regional coordinated development.It emphasizes regional cooperation and coordination between local governments and government departments on the basis of equality of interests and reciprocity,in order to solve the problems that individual governments can not solve or can not solve.However,in the process of inter-governmental co-governance,due to the imbalance of local government’s economic development and the local interests as "rational economic man",which leads to the behavior of no responsibility and breach of agreement in the process of inter-governmental cooperation,and Inter-generational governance is facing challenges.Therefore,it is necessary to establish the supervision and restraint mechanism of the inter-governmental cooperation behavior to ensure the smooth implementation of collaborative governance.Based on the problem of water pollution control in the river basin,this paper discusses how to improve the supervision and restraint mechanism in the process of intergovernmental synergetic management of river water pollution,and ensure the effective implementation of river water pollution intergovernmental synergetic governance and obtain the effect of governance.Firstly,based on the characteristics of regional water affairs and the characteristics of regional public affairs in watershed water pollution control,this paper points out the dilemma of "fragmentation" of river water pollution control and the inevitable choice of intergovernmental cooperative governance.On the basis of this,it is pointed out that the supervision and restraint mechanism is the guarantee to realize the intergovernmental synergetic governance of water pollution in the river basin,and then start the general framework of the supervision mechanism of river water pollution intergovernmental synergetic governance from the subject,object and way of supervision.Secondly,through the analysis of the two cases of water pollution control in the Huaihe River Basinand water pollution control in the Rhine River Basin,the author discusses the supervision and restraint mechanism in the process of water pollution intergovernmental synergetic governance.Based on the comparison of the two cases,the author analyzes the problems existing in the intergovernmental co-governance supervision and restraint mechanism of the current river basin water pollution in China.On the internal restraint mechanism,the administrative level supervision is not enough and the supervisory function is weakened.Second,there is a lack of accountability mechanism for discipline the behavior of "Breach";thirdly,lack of trust in intergovernmental relations.In the external supervision mechanism,one is not perfect laws and regulations for monitoring the river basin water pollution control;the second is the lack of authority,unified supervision and management of the integrated river basin management institutions;Third,lack of public participation in supervision.Finally,in view of the above problems and the actual situation of our country,the author puts forward some suggestions on how to improve the supervision mechanism of intergovernmental synergetic governance of water pollution in our country.First,the construction of internal restraint mechanism includes promoting administrative level supervision,establishing cooperative accountability mechanism,And the construction of external supervision mechanism,including the establishment and improvement of relevant laws and regulations,the establishment of an independent authority of the integrated river basin management agencies,smooth channels of public supervision and so on.
