Achieving economic growth and low-carbon industrial development is a common goal pursued by all levels of government in China.Considering that the industrial sector is the main bearer of economic development at all levels of government,in the process of industrial development,various industrial sectors will also be bound to face a series of carbon emission reduction problems.Among them,the issue of carbon emissions widely exists at all levels of government industrial sectors,this not only makes it difficult to define the carbon reduction potential and responsibilities of various industrial sectors,but also it is difficult to effectively promote the active involvement of industrial sectors in government-led regional carbon reduction activities,and ultimately it is difficult to achieve regional or national carbon reduction targets.Therefore,it is necessary to systematically carry out systematic research on the issue of carbon emissions in the industrial sector.Therefore,this paper uses 27 industrial sectors in China as the research object,first of all,a model for measuring the inter-industrial carbon emission transfer was constructed,and measured the carbon emissions transfer from all industrial sectors and specific industrial sectors in China at year 2002/2005/2007/2010/2012;secondly,through the establishment of industrial carbon emissions output and carbon emissions input structural decomposition model,the effects of carbon intensity effect,intermediate production technology effect,input scale effect and input structure effect on industrial carbon emission transfer are analyzed;again,the paper analyzes the decoupling effect between carbon emission and economic growth under the influence of carbon emission transfer,analyzes the drive degree of carbon intensity effects and other effects on the decoupling of the inter-industrial carbon emission transfer;finally,the structural optimization strategy of carbon emissions transfer among various industrial sectors is proposed comprehensively.The results show that:(1)The carbon intensity effect has the characteristics of continuous emission reduction,the intermediate production technology effect and input scale effect are the main factors of industrial carbon emission transfer,the input structure effect promote the increase of industrial carbon emission output and the reduction of input.(2)Heavy manufacturing industry and service industry are the leading industries of the carbon emission output increases,heavy manufacturing industry and energy industry are the leading industry of the carbon emission input increases,whereas other industries and light manufacturing industry are the major sectors of carbon emissions output and carbon emissions input increase,but the share is relatively less than energy industry,service industry and heavy manufacturing industry.(3)There are significant differences in the effects of carbon emissions output and carbon emissions input in different industrial sectors,the trend is also different.(4)The overall decoupling level of China's industry from 2002 to 2012 was mainly by weak decoupling,and the overall decoupling status of carbon emissions output was better than that of carbon emissions input.From the specific industry sector,the energy industry and heavy manufacturing showing the expansion negative decoupling and weak decoupling state,light manufacturing industry's decoupling state is weak decoupling mainly;other industrial sectors and services industry sector are distributed in the three states of expansion negative decoupling,weak decoupling,and strong decoupling.(5)The carbon intensity effect is strong decoupling on decoupling between carbon emission transfer and economic growth.The intermediate production technology effect on decoupling of industrial carbon emission output and economic growth is mainly weak decoupling state,the decoupling of industrial carbon emission input and economic growth is strong decoupling,weak decoupling and expansive negative decoupling are all have distribution;the input scale effect on its main performance of expansion negative decoupling and the impact of the structural effect on economic growth and carbon emission transfer decoupling is mainly driven by strong decoupling and the weak decoupling of a few industries.
