The problem of air pollution in China has been a hot topic all over the world.Because of the huge territory of our country, the great difference in the level of economic development among cities in China cities, and the difference in industrial structure and energy structure also leads to great differences in air pollution between different cities. At present,China is in the stage of industrialization and rapid development of urbanization, which needs to consume a large amount of energy. The coal-based energy structure, immature desulfurization technology and lack of supervision have resulted in a large number of sulfur dioxide emissions.China has become the largest emitter of sulfur dioxide in the world.Sulfur dioxide as one of the important air pollutants,The body can cause some damage if it is long-term exposure to us.and it can also lead to acid rain.Landing on the ground will not only cause plants to die in fertile soil.but will also corrode houses, buildings and some metal materials. It has brought huge economic losses to some areas of our country and seriously affected the healthy development of the national economy. Therefore,it is very important to find out the relevant factors that affect air pollution in different cities of our country and put forward targeted policy suggestions. At present, most of the research on air pollution is based on the economic theory, used the national or provincial data, the heterogeneity of air pollution emissions between cities over time is ignored. In fact, there arc great differences in the emission of pollution among different countries even different cities within the country. On the other hand, many researches has focused on whether there is emission point in the relationship between air pollution and economic development(EKC hypothesis). In the study of the emission point,it is neglected that the emission point will exist only when the pollutant emission shows convergence. That is,the convergent evolution of pollution discharge should be fully taken into account in the establishment of EKC curve. In summary, this paper studies the per capita of industrial sulfur dioxide emissions in 285 cities of China from 2003 year to 2015 year based on urban perspective. The club convergence method is used to identify the local convergence in the samples. The cities in China are divided into different regions(clubs)according to their own emission heterogeneity, the dynamic convergence and evolution of the per capita sulfur dioxide emission paths in each club are analyzed.Based on the theory of environmental pollution, the variables of industrial structure, technological progress, population density and environmental self-control ability are added to the environmental Kuznets model(EKC)to study the air of each club.Whether there is EKC hypothesis between pollution and economic development,to find out the main influencing factors of air pollution and whether there are differences between clubs. The main conclusions are as follows:1.According to club convergence test, there are four club convergences in China,in which Clubl and Club2 emission convergence path is higher than the average emission level of China cities, while Club3 and Club4 emission convergence path is lower than the average emission level of China cities.2.For the relationship between per capita sulfur dioxide emissions and economic growth,Club1 provide the empirical evidence of U-shape,and 285 cities of China and Club2-Club4 provides the empirical evidence of inverted U-type.At present,Club1 is rising on the right side of the curve.Because the Club2 emission point is very large,it is generally believed that the point will not come. With the economic growth of Club1 and Club2,the per capita sulfur dioxide will increase steadily for a long time.At present,Club3 and Club4 are in the descending stage on the right side of the curve, the emission points of their are lower than the emission point of the full sample.3.Industrial structure and technological progress are the main influencing factors of air pollution.Population density and environmental self-control ability have little influence on air pollution.the main factors have different influence on different clubs. In this paper,I combined the relative convergence theory and the EKC theory, the main innovations are as follows:Firstly, about the researches of EKC curve, the heterogeneity of pollutant emissions over time between different cities is considered.Cities in China are grouped by different evolutionary convergence paths. This data-driven convergence grouping method can reflect the characteristics of evolution and concentration of pollution emissions.Secondly, based on the different convergence, the possible factors are added to the EKC model, the effects of EKC curves and other factors are more representative than before.More targeted policy recommendations can be put forward for the overall emission reduction and local emission reduction in China.
