| Erhai lake is a famous fresh water lake in China.At present,the pressure of erhai water environment continues to increase,and the eutrophication intensifies day by day.Water pollution in erhai lake is severe.The phenomenon of cyanobacteria and water bloom aggregation in local areas has not occurred in the past five years.This paper takes the "seven actions" policy of erhai lake governance as an example.Starting from the policy of water resources and environment governance,this paper summarizes the achievements and existing problems of the "seven actions" of erhai lake governance by analyzing the goals,systems and measures of the policies,and adopting water quality analysis and questionnaire survey to explore the effective management methods of erhai lake water resources.Based on the analysis of public environmental policies,this paper analyzes the effects and existing problems of the "seven actions" policy of erhai lake governance through water quality control effect and policy implementation satisfaction evaluation.Through the historical evolution of the governance policies of erhai river basin,this paper compares the new progress of the seven actions.In general analysis of environmental policy,begin from environmental policy framework,from the background of the policy,objectives,measures and means,the main body,the performance evaluation of the five level to evaluate the "seven",water resources at home and abroad for reference,the public environmental policy experience,put forward the erhai lake governance "seven" policy to establish a scientific,long-term goal programming;Policies and measures should reduce "special rectification" activities and give consideration to efficiency and fairness.Diversify policy instruments;The performance appraisal should not only establish the scientific index system but also pay attention to the application of the appraisal results.At the same time,in addition to improving the scientific nature of policies at the government level,enterprises and the public should also take an active part in the protection of water resources and the environment,change the production and lifestyle of waste traditional resources,and form a favorable situation of multiple governance and public participation in environmental protection.This paper is divided into the following five parts:one is to introduce the basic situation of erhai river basin and the cause of water pollution.Secondly,the policy history of pollution control in erhai lake is collected and sorted.Third,the policy objectives,policy systems,management objects and governance measures of the seven actions of erhai lake governance are expounded.The fourth is to analyze the effectiveness and existing problems of the "seven actions" policy through data collection and questionnaire survey.Fifth,combining the design ideas and measures of domestic and foreign public environmental policies on water resources,the government,enterprises and individuals in the governance of erhai lake provide Suggestions for improvement. |
