Study On The Coordinated Development Of Economy And Environment In Zhoushan Archipelago New District Of Zhejiang

The island is not only the forefront of national marine resources development,but also an important platform to protect the marine environment and maintain ecological balance of the sea.Zhoushan archipelago became China's first national new district in Zhejiang in 2011.Since then,its development and construction has been considered as a national strategy faced with great developing opportunities historically.Because the ecology of islands are fragile,Zhoushan archipelago new district is facing series of environmental problem during rapid economic development,such as the deterioration of the urban and offshore ecological environment.In view of this,considering the differences between island and land area,this paper analyzes the existing problems of the economic and environmental coordination in Zhoushan archipelago new district based on the environmental Kuznets curve and the coordinated development of economy and environment evaluation method.Furthermore,the corresponding strategies are proposed.The main study includes:(1)The theory of coordinated development between economy and environment is elaborated and the status quo of economy and environment development in Zhoushan archipelago new district is analyzed.The process of industrialization and the quality of water environment are analyzed specially.(2)Considering the differences between the insular and terrestrial environmental pollutions,the amount of discharged industrial "three-waste" and the quality of the seawater near coast are chosen as the environmental pollution indicators,using the entropy method to calculate the comprehensive environmental pollution index.The comprehensive indices obtained reflect the overall environmental quality of the islands.Using the data of 2006-2015,after the unit root test and co-integration test,the environmental Kuznets curve is regressed.The fitting curve is "inverted U-shaped",and the inflexion point occurs in 2013.Besides,the control variables such as industrial structure are added to the curve.And the impacts of the island economic development on its environment are analyzed deeply.The results show that the environmental Kuznets curve still follows "inverted U-shaped",but the inflexion point moved forward to 2011.The progress of science and technology,foreign trade,foreign investment,and the environmental regulation are conducive to the improvement of the environmental quality in Zhoushan archipelago new district,but the impact of the environmental regulation is not statistically significant.(3)Add indicators representing the islands' economy and environment so as to establish the index system about coordinated development of economy and environment from the perspective of comprehensive economic strength and environmental carrying capacity.Using the data of economic and environmental indicators of Zhoushan archipelago new district from 2006 to 2015,this paper uses the entropy method to determine the weight of indicators and applies the model of coordinated development between economy and environment to analyze.The results show that the coordination of economy and environment in Zhoushan archipelago new district from 2006 to 2015 has been improved continuously.However,there still are some problems.For example,the economic driving force is insufficient,and the industrial structure needs to be optimized and upgraded;at the same time,the land and water resources is in short and the environmental pollution is becoming increasingly severe;what's more,the pressure on resources and environment is becoming larger and so on.(4)The paper gives suggestions as follows:exploring a new path for the integrated development of fishing and tourism and speeding up the development of islands special industries such as the port logistics industry so as to optimize the industrial structure further;strengthening scientific and technological innovation and fostering marine strategic emerging industries such as comprehensive utilization of sea water and marine medicine to promote sustainable economic development;increasing investment in environmental protection to improve the islands'environmental protection infrastructure and the ability of environmental pollution treatment;establishing the islands ecological compensation mechanism for the occupation of coastal wetlands,beaches and coastal waters,and implementing the ecological restoration project;improving the standard and environmental access system,especially the petrochemical industry,ship building and repairing industry and other special pollutant emissions.
