Research On Public Participation In Air Pollution Prevention And Governance

The report of the Nineteenth National Congress pointed out that we should adhere to the governance of the whole people,prevent and govern the sources of air pollution,continue to implement air pollution prevention and governance actions,and win the battle of defending the blue sky.Air pollution prevention and governance is an important part of our country’s key battle of pollution prevention and governance.In the actual process of prevention and governance,multi-stakeholders need to participate in the work.To do a good job in air pollution prevention and governance is not only the latest requirement and mission of the country,but also related to the interests and needs of every public.Because our country has not dealt with the relationship between economic development and ecological environment protection in the high-speed economic development,the problem of air pollution in our country at this stage is very serious.In the prevention and governance of air pollution,the leading role of the government and the main role of enterprises have been valued and accepted,while the responsibility and role of public participation has been neglected.In order to win the battle of pollution prevention and governance and realize the beautiful vision of China,the role of public participation in air pollution prevention and governance deserves attention and consideration.As a national central city,Zhengzhou ranks low in the national air quality survey.The air quality problem is particularly severe.It is an important task for Zhengzhou to govern air pollution.The government and enterprises,as the two forces in the prevention and governance of air pollution in Zhengzhou,still have many limitations in the process of treatment.Therefore,Zhengzhou should guide the public to play a role in the prevention and governance of air pollution,and let the public and government,enterprises and social organizations work together to govern air pollution.However,in the actual process of air pollution prevention and governance,there are some problems in public participation,such as low attention,weak sense of responsibility,inadequate information disclosure,single way of participation,unbalanced public participation,etc.In the process of air pollution prevention and governance,the unique role of the public as a group has not been played.Therefore,based on the ladder theory of public participation and the theory of collaborative governance,the study of air pollution prevention and governance from the perspective of public participation is novel.Selecting the typical case of air pollution prevention and governance in Zhengzhou City,this paper understands the effect and problems of public participation in air pollution prevention and governance in Zhengzhou City by means of questionnaire survey,then combines with the actual situation of Zhengzhou City to analyze the reasons behind the problems.What’s more,the study puts forward the path suggestions of public participation in air pollution prevention and governance,including perfecting the legal system of public participation,perfecting information disclosure system,optimizing incentive mechanism,enhancing public ecological environmental protection literacy and building diversified public participation platform,to further accelerate the process of air pollution prevention and governance in Zhengzhou,and at the same time to provide some reference and inspiration for pollution prevention and governance in other areas.
