The report of the 19 th CPC national congress put forward: "the construction of ecological civilization is the millennium plan for the sustainable development of the Chinese nation.In order to better implement the construction of ecological civilization,China will take the prevention and control of pollution as one of the three decisive battle to complete the building of a moderately prosperous society in all respects.As one of the "three major battles" in the battle against pollution,water pollution control is closely related to the health of the Chinese people,social stability and sustainable economic development,as well as the country’s future development.Further acceleration of industrialization and urbanization,along with our country’s economic growth at the expense of the environment as cost,illegal discharge of industrial wastewater,sewage drained off,plus the people environmental protection consciousness is insufficient,enterprise problems of profit-driven greatly reduces the governance effect,caused the serious situation of water pollution in our country,not only seriously affected the health of people,also for the economy sustainable development formed a lot of resistance.Nowadays,the prevention and control of water pollution has been paid more and more attention,but there are still many problems to be solved.This paper takes the treatment of water pollution in B city as the entry point,explores the problems in the process of treatment,and analyzes the causes of the problems with the analysis framework of Gerry stoker’s treatment theory,and proposes solutions.This paper is divided into five parts.The first part is the introduction,which mainly introduces the research background and significance,roughly classifies and sorts out the domestic and foreign literatures involved,and expounds the research methods and innovation points of this paper,forming the overall research idea of this paper.The second part introduces the basic concepts and theoretical connotation involved in this paper,and then gives an overall discussion on the theory of governance of Gerry stoker,and flexibly applies this theory to the research of this paper,forming the theoretical basis of this paper.The third part briefly describes the current situation of water pollution control in B city,and puts forward the deficiencies in water pollution control in B cityaccording to the results of investigation and interview.It mainly includes four problems:low governance efficiency,frequent illegal incidents in the process of governance,insufficient participation of social forces and outdated governance methods.The fourth part is based on the application of Gerry stoker’s governance theory in this paper.Starting from the perspective of this theory,this part analyzes the causes of water pollution governance problems in B city based on the problems found in the third part.The fifth part is mainly under the framework of Gerry stoker’s theory of water pollution control,combining with the causes of water pollution control problems in this paper,the corresponding countermeasures are proposed.Realize the governance pattern of multiple subjects,improve the responsibility mechanism of governance subjects,form the network of actors’ autonomy and autonomy,and update the management methods and technologies.
