Human resources are the most active,creative and reflective elements of the core competitiveness of enterprises.They are important core resources in the development of enterprises,too.In the final analysis,the fierce competition of enterprises is the competition of "people" to create core competitiveness.Whether in foreign countries or at home,more and more attention has been paid to human resources training and development.Training is an important means of development.Training and development can effectively improve the competence and execution of employees.The main purpose of this study is to demonstrate the importance and necessity of human resources training and development,and design the training and development program of Hebei Funing chemical company,to provide reference for traditional industrial enterprises in human resources training and development,and then trigger enterprises thinking on human resources training and development based on long-term operation.According to the characteristics of the subject,the methods of literature retrieval,questionnaire,interview are used.Firstly,it defines the concept of human resources training and development,collates the relevant basic theory,and combs the research status at home and abroad,providing reference for the design of the human resources training and development program of Hebei Funing chemical company.Secondly,the human resource system of enterprises is analyzed from the aspects of organizational structure,human resource level and structure,training and development status.Questionnaire survey and interview survey are used to explore the problems existing in the training and development of enterprises,and the causes of the problems are analyzed.Considering the long-term operation of enterprises,these problems should be solved as soon as possible.Again,it defines the principles of enterprise training and development.And according to the requirements analysis,design implementation,evaluation steps,it makes a training and development plan.It analyses the demand from three aspects: organization?task and person.And it puts forward fair contents: the training and development design of new staff and old staff,formulating the occupation plan by the counseling staff and carrying out internal lecture training plan.Italso makes a note about the preparation and implement of the course of training and development.It evaluations the training and development program using the Kirkpatrick four levels evaluation Model.Finally,put forward the implementation guarantee for enterprise training and development programs,including the unified management at all levels of consensus and perfect the organization,security and culture system,improve the training and development of investment,the establishment of performance incentive mechanism etc.
