Research On Opening And Sharing Mechanism Of Ecological Environment Information In Beijing-Tianjin-Hebei

Due to the externality and spatial extensibility of the ecological environment,this kind of "compound" pollution has exceeded the scope of the ability of local areas to control alone.Information resources,as the basic resources of cross-regional ecological environment co-governance,are the realistic needs of eliminating "information isolated island";at the same time,the development of the information age provides macro-background changes and micro-tool changes for the realization of ecological environment information opening and sharing.Based on the cross-disciplinary study of factual norms,public management and public policy theory under the background of information age,this paper aims to make more in-depth analysis on the effectiveness of promoting the process of ecological environment management in Beijing-Tianjin-Hebei region through the opening and sharing of ecological environment information.Break through the bottlenecks in the process of trans regional ecological environment governance in China.In order to control the ecological environment in Beijing-Tianjin-Hebei region,we must stress the basic role of information resources and promote the networking and sharing of ecological environment monitoring information resources.Based on combing the research status at home and abroad,In this paper,SPSS and MATLAB software are used to make an empirical analysis of the current situation of the construction of the ecological environment information opening and sharing mechanism in Beijing–TianjinHebei region,the influencing factors are discussed in detail,and the deep-seated roots of the information resources opening and sharing in this region are explored.It is concluded that although Beijing-Tianjin-Hebei region has made some achievements in the opening and sharing of eco-environmental information,there are still many intertwined obstacles in the following aspects.For example,ecological environment information open sharing consensus,open sharing technology system,open sharing security,open sharing platform construction and so on.In view of the problems,which was found in the study,this paper analyzes and explains the current mechanism of ecological environment information sharing in Beijing-Tianjin-Hebei region by the following four methods: literature research,comparative research,principal component analysis and analytic hierarchy process.It is concluded that to promote the development of ecological environment information opening and sharing mechanism in Beijing-Tianjin-Hebei region,we should take the organizational mechanism of ecological environment information opening and sharing as restriction,the mechanism of opening and sharing integration as backing,the mechanism of opening and sharing performance appraisal and supervision as working basis,and the mechanism of opening and sharing as backing.So as to provide effective reference for further development and improvement of cross regional ecological environment information sharing.
