Research On Regulatory Issues Of Safety In Production Of Non-coal Mining Enterprises In Liaoning Province

Non-coal mine enterprises refer to those mining enterprises other than coal mines which provide resources for production and living by adopting technical measures to mine metal and non-metal ores.But in practice,non-coal mine enterprises are generally of mine nature and provide auxiliary suits for geological exploration,mining construction and tailings discharge of mineral processing for mining.Businesses and so on.Unlike coal mines,non-coal mines are characterized by basically no gas,but there is no fundamental difference in other aspects from coal mines.Because of the environmental disorder on the working site,especially in underground mines,affected by light,temperature,humidity and other factors,and the high incidence of multiple cross-operation,it is easy to cause casualties and property loss accidents,causing losses to the workers and the masses,if there is a social impact of non-coal mine enterprises production safety accidents.Moreover,improper disposal may even cause regional economic and social instability.In order to prevent and curb the occurrence of production safety accidents in non-coal mine enterprises and avoid injury to workers and people's lives and property,the government follows the mechanism and mode of enterprise-oriented,government-supervised and social-supervised in the work of safety supervision in non-coal mine areas,and implements special supervision through the implementation of non-coal mine construction.Pre-examination and approval of safety facilities for production license of pre-production safety should be strengthened,such as routine supervision and inspection,emergency handling of accidents,and disciplinary measures for the main body responsible for accidents,so as to promote non-coal mine enterprises to implement specific measures for production safety to avoid accidents.The production value and total output of mining enterprises in Liaoning Province are in the top several in the country,but the hazards of non-coal mine accidents still occupy a large proportion in the accidents of enterprises in all industries.This paper studies the supervision work of safety production in non-coal mines,and guides the innovation of safety production supervision mode to reduce and avoid non-coal mines.All kinds of accidents in enterprises can play a positive role.In view of the problems existing in the safety supervision work of non-coal mine enterprises in Liaoning Province,this paper puts forward several countermeasures and suggestions:first,strengthening safety supervision to stimulate the endogenous power of non-coal mine enterprises and main responsible persons to do a good job in safety management;second,strengthening the scientific and technological support for safety production in non-coal mine;third,straightening out safety supervision The four is to improve the basis for safety supervision in non coal mines.The study on the supervision and management of production safety in non-coal mines can be used as a reference for improving the work level of production safety supervision in production and management enterprises with labor-intensive,dangerous working procedures and workplaces and low safety quality of employees.
