Research On The Impact Of Manufacturing Agglomeration On Environmental Pollution In Beijing-Tianjin-Hebei Region

The Beijing-Tianjin-Hebei region is the vanguard of economic development in northern China.Its manufacturing industry is more developed,but environmental pollution is also more serious.In 2014,the coordinated development of Beijing-Tianjin-Hebei became a national strategy.In 2015,the"Beijing-Tianjin-Hebei Coordinated Development Outline"was adopted and the Xiong'an New District was established in 2017.It can be said that the coordinated development of the Beijing-Tianjin-Hebei region has received extremely extensive attention.Among them,building an ecological environment community and realizing environmental collaborative governance have become an important part of the Beijing-Tianjin-Hebei coordinated development strategy.The manufacturing industry is a traditional advantage industry in the Beijing-Tianjin-Hebei region and an important source of environmental pollution in the region.How to promote coordinated industrial development on the basis of environmental protection has become an important issue.Based on the above background,clarifying the relationship between manufacturing agglomeration and environmental pollution in the Beijing-Tianjin-Hebei region is of great significance for promoting the coordinated development of Beijing-Tianjin-Hebei.This article focuses on the manufacturing agglomeration and environmental pollution of13 prefecture-level cities in Beijing-Tianjin-Hebei region from 2008 to 2017,and focuses on exploring the relationship between the two.The main contents of this article are as follows:First,conduct the theoretical analysis on mechanism of the impact of industrial agglomeration on environmental pollution.Second,the status of manufacturing development in the region was analyzed from two perspectives:total output value of manufacturing and manufacturing agglomeration by industry.The current situation of environmental pollution was analyzed from the perspectives of emissions,emissions intensity,and geographic concentration on industrial wastewater,industrial SO₂,and industrial smoke and dust.Third,construct the manufacturing agglomeration index and environmental pollution index based on geographical area to measure the manufacturing agglomeration level and the environmental pollution level in Beijing-Tianjin-Hebei region.On this basis,the economic development level,market openness,industrial structure,technological progress,and environmental regulations were introduced as control variables.The spatial econometric model was used to empirically explore the impact of manufacturing agglomeration on the environment pollution in Beijing-Tianjin-Hebei region from 2008 to 2017.Finally,the research conclusions and policy recommendations are given.The research conclusions of this paper are mainly the following four points:?1?The degree of manufacturing agglomeration in the Beijing-Tianjin-Hebei region has become increasingly obvious,and the level of manufacturing development between cities is quite different.The development of manufacturing in this area is centered on Tianjin and Shijiazhuang,with Beijing,Tangshan,and Handan as sub-centers,and it is radial.Among them,Beijing has obvious advantages in high-end manufacturing,while Tianjin and Hebei mainly focus on developing traditional manufacturing.?2?The environmental pollution in Beijing-Tianjin-Hebei region first intensified and then alleviated,and the pollution degree of each city was different.The environmental pollution in Tangshan area is the most serious.The environmental pollution in Handan,Xingtai,Tianjin,Shijiazhuang and other places is also serious.The environmental pollution in Beijing,Zhangjiakou,Chengde,and Qinhuangdao is relatively light.?3?There is an inverted"U"relationship between manufacturing agglomeration and environmental pollution in the Beijing-Tianjin-Hebei region.That is to say,the agglomeration of manufacturing industry intensifies environmental pollution in the early stage of development,but when the agglomeration of manufacturing industry reaches a certain level,the agglomeration of manufacturing industry will help improve the environmental situation.?4?There is an inverted"U"relationship between the level of economic development and environmental pollution,and there is a negative correlation between the degree of market openness,industrial structure,technological progress,environmental regulations and environmental pollution.Based on the research conclusions,this article proposes the following four policy recommendations for industrial development and pollution prevention in the Beijing-Tianjin-Hebei region:?1?Increasing the inclination of foreign direct investment?FDI?to clean manufacturing and the tertiary industry.?2?Increase the expenditure on science and technology,and increase the training and introduction of talent.?3?Properly improve the level of local environmental regulations and increase investment in pollution control facilities.?4?Increase the concentration of manufacturing industries and develop local characteristic industries.
