The construction industry is the advantageous industry of Jiangsu province.However,construction industry has brought some environmental problems in the process of development,among which the rapid growth of carbon dioxide emission is the first one.By analyzing the concept and connotation of low carbon development governance mechanism of construction,carbon emissions of construction in Jiangsu province was measured.Then a system dynamics simulation model is established and is used to make scene simulation.Therefore,governance path mechanism of low carbon development of construction in Jiangsu province were put forward.The main research conclusions include the following aspects:(1)Research background is clarified and current research results related to carbon emissions in the construction industry were summarized.The results show that the definition of carbon emission in the construction industry is not uniform so that most of them only focus on one or several stages of carbon emission in the construction industry,lacking the establishment of a more systematic governance mechanism for carbon emissions in construction industry of a province.(2)By defining the concept of construction industry,it is clarified that the research scope of this paper is the construction industry in a broad sense.The carbon emission coefficient method and input-output method are used to establish measurement models for the direct carbon emission from the materialization of buildings,the indirect carbon emission from the materialization of buildings,and the carbon emission from the building operation.Then,the concept and connotation of "industrial governance mechanism" are clarified which is through certain incentive and constraint methods,the goals of all stakeholders in the industry are consistent with the goals of industrial development,so as to weak points in the industry is repaired.(3)The carbon emission of construction industry in Jiangsu province was quantitatively measured from three aspects,namely,direct carbon emission,indirect carbon emission and operating carbon emission.The results showed that the indirect carbon emission and operating carbon emission account for a large proportion,while the direct carbon emission accounts for a small proportion.Then the total carbon emission was decomposed by the hybrid LMDI method.The main driving factors for the increase of carbon emission in the construction industry are the effect of output growth and the effect of area growth.The carbon emission intensity effect weakens the upward trend of carbon emission.(4)A system dynamics simulation model was established based on the calculation and decomposition results of carbon emissions and the analysis of relevant literature.The benchmark scenario simulation results of the carbon emission development of the construction industry in Jiangsu province show that if appropriate measures are not taken to reduce the carbon emission of the construction industry,the carbon emission of the construction industry in Jiangsu province will grow rapidly.Then the improvement direction of the carbon emission intensity reduction is proposed,including the promotion of low-carbon technology investment and the development of building energy conservation.(5)Based on the analyzing of goal of construction low carbon development in Jiangsu province,the existing policies are sorted out and the emission reduction approaches of the construction industry in Jiangsu province are analyzed from three aspects including building low-carbon technology,building energy conservation and carbon emissions trading.Scenario simulation analysis results show that only under the scenario of strengthening the existing policies,developing low-carbon technology,pushing building energy conservation and promoting carbon trading,the goal of achieving peak carbon emissions in the construction industry in 2030 can realize.(6)Strategies for low-carbon development of construction industry in Jiangsu province was put forward.Based on the legal system,evaluation standard system,subsidy mechanism and characteristics of typical developed countries for reference,combined with the scenario analysis conclusion and the the existing problems in construction industry of Jiangsu province,the thinking of policy conpensation was proposed to establish the governance path.Finally,the low carbon development governance mechanism of construction in Jiangsu province was established from incentive and constraint mechanism including organizational constraint mechanism,legal constraint mechanism,standard constraint mechanism,total emission constraint mechanism,index constraint mechanism and subsidy incentive mechanism,innovation incentive mechanism,reputation incentive mechanism.
