Energy saving in public institutions is the focus of China's building energy conservation work during the "13th Five-Year Plan" period,which is of great significance for the in-depth development of national energy conservation and emission reduction work.The use of scientific and reasonable technical means to establish an effective energy consumption quota system is the basis for further advancing the energy conservation of public institutions in China.This paper takes nearly 5000 public institutions in a province as the research object.In view of the current complex types of public institutions,the classification methods are not uniform,and the conventional single technical quota method is difficult to meet the accuracy,practicability,and efficiency issues,a data-based Driven public institution energy consumption quota method.This method is based on a large number of public institution building energy consumption data.It discusses the rational classification method of public institutions,adopts multi-model fusion integrated learning data mining method,and establishes a public institution quota index model.It also discusses the method of dynamically revising the building energy consumption quota index under the changing conditions of external and internal energy consumption influencing factors.Finally,the application research of the quota index is launched.The main content of the paper is as follows:(1)Discuss the data collection methods related to energy consumption quotas of public institutions,design network questionnaires for three typical public institutions in medical,education and administrative offices,and integrate other data sources such as energy resource consumption platforms of public institutions and energy audit reports.Obtain a large amount of online and offline energy consumption quota-related data;and aim at the data collected from various channels with inconsistent formats,incomplete data,and redundant data,etc.,combined with the energy consumption characteristics of various institutions,put forward process data The preprocessing method provides a large amount of effective public institution energy consumption data for the data-driven method to carry out the research on the public institution energy consumption quota method.(2)In view of the inconsistency of the classification methods of public institutions,and their energy consumption is disturbed by many internal and external factors,the use of the Gini coefficient to quantitatively describe the uneven distribution of energy consumption in different regions has verified the classification of public institutions The necessity of the two-step strategy classification method combining preliminary clustering and fine classification of public institutions is proposed to improve the fairness and rationality of energy consumption quotas.(3)Multi-model fusion machine learning data mining technology quota method is proposed,and for the problems of low accuracy of conventional statistical quota methods and difficulty in popularization and application of technical quota methods,the results of the two quota methods are fused to determine public institutions The classification of energy consumption quota value;Finally,through the calculation of energy saving,the validity of the energy consumption quota value is verified,which not only ensures the stability of the quota level,but also retains the data gradient of the energy consumption quota.(4)A model for revising energy consumption quotas of public institutions was established to dynamically adjust the value of energy consumption quotas to compensate for changes in the rigid demand for energy use in buildings caused by changes in internal and external factors.In this paper,the Pearson coefficient is used to quantify the influencing factors of energy consumption in public institutions,and the weight coefficient method is used to establish a simple and effective energy consumption index correction formula.(5)Based on the quota,a total construction energy consumption control method and energy saving transaction method for public institutions are proposed.From the perspective of energy consumption budget and energy management of public institutions,the energy conservation enthusiasm of all levels of departments is mobilized.And from the three aspects of energy resource management system,energy resource monitoring system,and introduction of advanced science and technology in the market,it has put forward opinions and suggestions on the development of energy conservation work in public institutions.The above-mentioned methods have expanded the application fields of public institution energy consumption quota index systems.Provides new ideas for promoting the development of energy conservation in China.
