So it is necessary for conservation planning techniques validation andevaluation. This article aims to find the weaknesses of which the root lies and perfect "survey-research-planning-feedback-research-planning" chain through the research of historicaltowns and villages protection planning and implementation effect. What's more, it will applydomestic experience of assessment of the overall planning to the planning of the protection ofhistorical and cultural towns and villages, which to promote a virtuous cycle of the historicaland cultural village conservation planning.This study focuses on programming, and evaluation of the effectiveness of theconservation planning of historical and cultural towns and villages, including the selection ofthe assessment elements and assessment methods. According to the implementation effect andplanning of domestic historical and cultural towns and villages protectiong plan, it proposesframework for conservation planning assessment, setting a assessment system to enhance theprotection of historical and cultural towns and villages. In the end, it does empirical research into protection of planning evaluation, taking historical and cultural towns and villages ofGuangdong Province as example.Firstly, it discovers the problems in the protection of historic villages and towns througha field investigation on the the Meizhou historical and cultural towns and villages. Secondly,it sorts out the analysis with the historical and cultural village conservation planning textcollected by the studio team. On the basis of historical towns and villages protection planningand implementation, referencing to the domestic historical heritage assessment theory andurban planning evaluation theory, it develops a set of evaluation system of historical andcultural towns and villages of conservation planning, from preparation to implementation, tofinal implementation of the effect. Based on the evaluation results obtained by the evaluationsystem used in case studies, problems and loopholes of the current conservation planningsystem can be targeted to the domestic protection planning system to be repaired andimproved.
