Research On Value Influence-based Implementation Effect Evaluation Of Historical And Cultural Towns And Villages Conservation

Since the reform and opening up,China's cultural heritage protection work has made important achievements,formed the "Cities-Blocks(Towns and villages)-Unites " three level protection system,and historical and cultural towns and villages are a very important part of them.With the advancement of protection,China has established a relatively mature theory and method of historical and cultural towns and villages protection,but the effect is not ideal at the same time.The phenomenon of "protective" destruction and "overall" development is very common,which caused a serious impact on the Heritage value.In order to better protect the historical and cultural towns and villages,this paper holds that it is necessary to carry out a comprehensive review of the effectiveness of the existing protection work to discover the problems and the causes existing in the implementation,and put forward an improved method to guide the protection work of historical and cultural villages and towns in the next stage.Firstly,this paper summarized the relevant theories and research at home and abroad on city planning implementation evaluation and summed up the conventional methods on conservation planning implementation evaluation,which are the the basis of this study.Secondly,by analyzing the characteristics of conservation planning,this paper pointed out that it is the conservation planning of non scientific,variability and uncertainty,which leads to the problem that the object is inaccurate,the standard is invalid,the content is one-sided when evaluating the conservation planning implementation effect.Then,through the analysis of the protection connotation of historical and cultural towns and villages,the article found that the reason why historical and cultural towns and villages are much more protected and valued than the ordinary towns and villages is that the historical and cultural towns and villages have characteristic values such as historical value,aesthetic value,cultural value,and so on,So,value is the basis for the protection.Based on the above,the paper put forward a value influence-based evaluation system,which can improve the method of the implementation effect evaluation of historical and cultural towns and villages Conservation,this evaluation system constructed a set of evaluation indicators by associating the types,the elements and the impact factors of heritage values on historical and cultural towns and villages with each other,and determined the weight of the index and the standard of grading by using the analytic hierarchy process(AHP)and TOPSIS method.Finally,based on the Zhuoshui historic and cultural town,Chongqing City,this paper verified the feasibility of the evaluation system,dealed with the feedback information of the evaluation,and provided suggestions for improvement of the planning compilation and implementation.The method of implementation effect evaluation based on value-influence can find the nature of the phenomenon,deeply explore the impact of heritage value in the implementation process,find the key to the problem and put forward pointed protective measures.It is helpful to grasp the emphases and difficulties of the conservation planning and implementation,and to improve the rationality and scientificity of the protection.
