The Characteristics And Effects Of Government Action In Nanjing Cross-river Development From Policy Perspective

Cross-river development has become a choice to expand the urban space and optimize the city structure in the process of many riverside cities’ urbanization.In the process of cross-river development,resource flow such as population,information and transportation requires not only markets but also government’s macro-control.Our government plays an important role in various aspects like the formulation of urban policies and regulations and relevant planning,even direct investments to improve facilities.Based on the cross-river development background of nanjing city,this paper selects nanjing as a case study and tries to study the characteristics and effects of government policy behavior.By using ArcGIS,Ucinet,Rost News Analysis Tool software,such as processing data,combined with the interview and other qualitative methods,explore the nanjing government policy behavior,the main body behavior,behavior characteristics,and select the formed in the process of development across the river in nanjing,nanjing jiangbei district as an example,in perspective of living space,to explore the effect of nanjing government policy behavior,finally it is concluded that,housing prices,the spatial distribution of the residents’ choice where to live and the effect of the three aspects,and finally to further understand the behavior of the government’s policy influence factors,choose the government officer and the other main behavior questionnaire survey and qualitative Analysis,finally get government policy actions by the market,enterprises and residents,etc.The influence of various factors.It turned out that as the basic subject in the progress of urban development,enterprises make a difference in local government policy;the urban construction also is another important factor of government policy and for government holding the mainly owner ship of the land,the monopoly effect gradually appears with the development of market economy.;the participation of residents has a profound and lasting effect on local housing price,employment environment and infrastructure improvement,and the practical demands of improving living conditions,perfecting ancillary facilities and reducing transportation costs put forward higher requirements of relevant policy;market requirement and the spontaneity and blindness of market call for macro-economic guidance.This paper includes 3 parts:In the first part,according to correlated researches from home and abroad,the author integrates the research of cross-river development and government action and further comprehends their characteristics and meanings,trying to find the law and consider the merits and defects,so that the paper has its theoretical basis and reference.In the second part,the author explains the characteristics,effects and influential factors of Nanjing Municipal government action.This part can be divided into threeaspects:Firstly,the author introduces Nanjing city and its municipal government policy and analyzes the characteristics of the policy itself.Then,based on game theory and in the background of Nanjing gross-river development,the five game relationships of government action between central and local,provincial and municipal,municipal and functional departments,and each functional department are analyzed and the common characteristics of government action are explored.In the end,combined with Internet,social network analysis is used to explain the characteristic of government action in different departments.Then,the effects of government action in Nanjing cross-river development are researched from policy perspective.Taking Jiangbei District formed in the process of Nanjing cross-river development as a case,the effects on residents’ selection modes,housing price and housing space distribution caused by government policy are analyzed.The study shows that home buyers’ attitude,enthusiasm and selectivity are influenced by policy obviously;government policy has a marked effect on the spatial segregation of residence price and the price of each residence has a direct contact with housing policy tightening and easing;in 2012 and 2015 these two different time periods,the spatial segregation of residence is consistent with government policy.Finally,the influential factors of Nanjing Municipal government action are discussed,combing unstructured interview with survey of questionnaire focused on civil servants,choosing the data of Chinese leading newspaper when text mining of ROST is used.The influential factors of Nanjing Municipal government action in Nanjing cross-river development are researched after quantifying the obtained information.In the third part,summary and reflection are presented.The author sums up the main conclusions and reconsiders the shortcomings and puts forward prospects for the further research.
