Acknowledged as the national basic industry,the supply and safe of electric power has a close relationship with not only the security strategy of country but also the overall development about the economic and social.Among which,the units debugging of electric power construction project,known as the last link in the construction of power generation infrastructure,conducts a direct influence in the production and quality level.Meanwhile,the debugging part also is an essential program that ensures the units to operate safely,reliably and economically.With the development of science and technology and economic level of our country,thermal power units are gradually developing towards high parameters,new technology,energy saving and emission reduction,which puts forward new requirements and challenges to the commissioning quality of thermal power units.Consequently,carrying out the quality management research on the commissioning project of thermal power unit to further ensure that the thermal power unit can be put into production and operation safely and smoothly is necessary.Firstly,on the premise of reading the relevant literature extensively,this paper systematically analyzes the theory of power construction project quality management at home and abroad,and clarifies the research contents and methods of this paper.In addition,the conceptions and related theories of engineering project management,engineering project quality management and power commissioning project quality management are expounded in this paper,which lays a theoretical foundation for the following work.Based on the construction methods and principles of evaluation index system,this paper analyzes the factors that affect the quality management of thermal power unit commissioning project and then,successfully constructs the evaluation index system based on power construction commissioning project quality management.On the basis of introducing the evaluation methods of project quality management,this paper adopts a hybrid model,including the analytic hierarchy process and the fuzzy comprehensive evaluation theory,to study the quality management of thermal power commissioning project.In order to verify the validity and applicability of the proposed model,this paper selects the Hai Bowan 2×200MW Units Debugging Project of Shenhua Corporation for an empirical simulation.Based on the established evaluation index system and evaluation model,the quality management in the debugging process is evaluated synthetically.In addition,according to the result of quality management evaluation of electric power construction and commissioning project,this paper puts forward the corresponding countermeasures to the key links in the implementation of debugging project quality management so as to achieve the purpose of strengthening the quality management level of electric power construction and commissioning projects in our country as well as to provide a new thought for solving the quality management problems of the commissioning projects,and finally achieve the goal of ensuring the safety and smooth running of the electric power construction and commissioning projects and realizing the safe and stable operation of the electric power construction project.
