Study On The Cost Control Of CP Highway Project

In recent years,massive funds have been pumped into road infrastructure construction in our country.However,the rising cost of road construction project greatly reduced investment benefits,which weakens investors' incentive of capital injection according to statistical.In view of this,Carrying out such research on cost control becomes extremely significant which will improve social and investment benefit and is conducive to the accomplishment of the development goal of road infrastructure construction included in the 13th Five Year Plan.As a basic and public construction project,usually naturally monopolized,road is social service and hard to generate economic returns with long construction cycle and massive investment Construction cost management,a main control activity of construction unit(or the employer)which runs through the overall engineering life cycle is a vital segment of the entire project management,This study is targeted at further discussion and analysis on the status quo and the existing problem of construction cost control exampled by CP road.This paper concerns an integrated research on cost composing and cost control in the course of project approval,design,biding,construction,acceptance and operation,carried out from the following aspects:Firstly,we analyzed the related theories of road construction cost control,on the basis of which we summarized various cost control methods,and analysis on the status quo and the existing problem of construction cost control exampled by CP road.Secondly,we applied well-developed methods of cost control both home and abroad into the cost management of this project,refining ripe experience and finding out some drawbacks therein,trying to establish a targeted cost control system.Finally,we put forward on index evaluating system and methods based on fuzzy comprehensive judgement and took CP road project for example which could be used for reference in the sort of projects on road construction cost control.
