With the rapid development of new energy in China and the deepening reform of the power system,the market competition pattern faced by power supply companies has also undergone profound changes.In particular,in 2015,China's “New Electricity Reform” program clearly put forward the overall structure of “controlling the middle and letting go of both ends”,and clarified that the power-supply side will be fully liberalized,“large-user direct power supply”,and the proportion of renewable energy and grid-connected power will gradually increase.Increases and the establishment of a perfect cross-subsidy price mechanism,etc.,signifies that the single electricity sales model of China's traditional power grid companies has been broken.Therefore,it is necessary to study how the county-level power supply companies adapt to the requirements of the new power reform and the development trend of the power market,especially based on the development strategy of the county power supply company and the internal management of the company,and adapt to the dynamic changes in the power market environment as soon as possible so as to achieve sustainable development of the company.It is required that the optimization study on the performance appraisal system of the L County power supply company has important research value and practical significance for improving the Lpower company's strategic management-based enterprise operation and management,and improving the company's performance management level.This article first describes the background of the topic and the significance of the topic,research status at home and abroad,and the main research content;Second,systematically combing the relevant theories and methods of performance assessment,which focuses on the characteristics of the choice of Balanced Scorecard(BSC)And adaptability;once again conducted a SWOT analysis based on the current development status of the L County power supply company based on the requirements of the new electric power reform,and then clarified the new guiding requirements and existing problems in the performance evaluation of the L County power supply company under the New Electricity Reform;The requirements of the new electricity reform and the current gap in performance management issues,using the Balanced Scorecard to study and design the dynamic performance evaluation system of the “Environment,Strategy,Performance Appraisal” at the “enterprise,department,and job level” of the L County Power Supply Company The performance appraisal optimization model was carried out,and the effectiveness of the appraisal and evaluation was performed.Finally,safeguard measures for the implementation of the performance appraisal system for the L county power supply company were proposed.The research results of the thesis have certain practical value for the L county power supply company to adapt to the requirements of the new power reform and the development trend of the power market,and improve the performance management level.It also has certain reference value for related companies.
