As a newly developing port in the Bohai Rim,Caofeidian port is developing rapidly.Currently,there are three port pools,91 production ports,and the port throughput has maintained double-digit growth for many years,reaching 300 million tons.The port pool called "Sangangchi" is located in the eastern part of Caofeidian Port Area.Although the construction started late,the development speed is staggering.At present,more than 20 berths distributed in CNPC's Bohai Bay Support Base Port,Wenfeng Port,Huadian Heavy Industry Port,Comprehensive Free Trade Port,Liquid-Chemical Port have been opened.Due to the objective reasons in Sangangchi,such as the mismatch between the waterway classification of entry and exit and the berthing accommodation,the long distance from the gate of the Sangangchi to the berths and so on,the navigation efficiency of the Sangangchi is relatively low,which in turn results in the inefficient operation of the entire port area and bringing a large negative impact on production in the Caofeidian port.In order to alleviate the impart on inefficiency brought by the low navigation level before the upgrade of the navigation standard of Sangangchi,the study of navigation efficiency improvement considering the factors such as economic cost and time used under the premise of ensuring the safety of the operation of the vessels in the poof has practical significance.This paper analyzes the statistics on the inbound and outbound date of Sangangchi of Caofeidian Port for the year of 2016 and the time composition of the ship during the port period,finds out the factors affecting the navigation efficiency and the degree of impact for each factor,proposes to set up a temporary waiting berth area for the ships in a suitable location and optimize the traffic organization mode to alleviate the port congestion,in other word,to improve the ship turnover efficiency.Meanwhile,thought the study of the current situation of the water environment around the Sangangchi,the paper proposes several pre-selected locations for the temporary waiting berth area of the ships which also serve as the ship's emergency refuge area.calculates the economic benefits generated by the above measures,in the last part,puts forward some suggestions for the use and management of the waiting berth area...
