Research On Selecting Of Social Capital Party In Railway PPP Projects

In recent years,the scale of PPP projects has increased rapidly,in which quantity of railway infrastructure projects has also increased day by day.The selection of social capital directly affects the smooth progress of PPP projects.While most of the studies on the selection of social capital at present are conducted refering to project contractors,without starting from the nature of PPP projects.On this basis,this paper focuses on social capital selection of railway PPP projects to propose valuable reference for the best selection of social capital.Firstly,based on notices issued by relevant departments,this paper conducts a deeply interpretation of PPP,concludes characteristics of PPP projects and analyzes the necessity and feasibility of PPP model in the current railway construction in China.Through in-depth knowledge of relevant Parties of PPP model,it summarizes modes of operation of PPP projects and applicable conditions and areas,and further recommends operation model for railway PPP projects.Secondly,through reading literature,it concludes social capital selection dimension of railway PPP projects in allusion to the mode of operation,roles and types of social capital.This paper puts forward a construction idea combing three perspectives of bidding corporation,bidding plan and economic benefit,and finnally gets 24 optimizing indexes through mean test and variance analysis,and applying statistical software SPSS20.0 for correlation analysis and reliability test of data.Then triangular fuzzy analytic hierarchy process is applied to confirm weight and MATLAB tool for compiling calculation procedure.The weight of selection index system is obtained and the result is analyzed in this paper.Lastly,this paper builds a fuzzy comprehensive evaluation model for social capital selection based on fuzzy comprehensive evaluation theory.The feasibility of railway social capital selection model is verified by practical calculation and the performance result is analyzed.The purpose of this paper is to enrich the research of the PPP model in the field of railway construction,and at the same time provide some reference for the relevant government departments to choose the best social capital in the future.
