In recent years,extreme rainstorms occur frequently in many domestic cities.The urban road-seeper is the main issue of the storm and the flood hazard,which has a great impact on the life and travel of citizens.Although the government and relevant departments have taken various measures to relieve the road seeper problem caused by heavy rainstorms,however persistent heavy rainfall will always bring seeper to some low-lying areas.So it is necessary to build an information platform for road-seeper which could guide people to travel in the rainstorm,ensure the convenience of citizens and the safety of urban seeper drainage.This project through analyzing the related needs of citizens after rainfall.Lists the functional modules and corresponding development technologies need to be completed.After the integration based on Android,the design and development of road-seeper information platform and server are achieved.Through this platform,citizens can not only check the current road-seeper condition at any time,but also subscribe to the relevant roads updates to obtain the road condition information intime.The platform can also be used for real-time navigation system,to choose the route according to the road seeper condition flexibly.Users also could upload any seeper problem on it.Involve citizens to this platform can help update informationas soon as possible and minimize the influence from seeper.This thesis mainly introduce the importance of building the Seeper Information and the design of each module of client software and the system of server.Lastly,we do the black box testing of system's each function.At the same time,we plan the function extension of the platform.
