In the 10th Five-Year plan of China, we had implemented the development and application of intelligent transportation demonstration project in large and medium-sized cities, and also done a lot of research on intelligent traffic information sharing. Because of the restriction of management system, the monitor system of freeway is established in the freeway operation department, while the urban expressway monitor system is set up in the urban traffic management department separately. It forms a complex condition with multi-system and multi-structure but no information sharing, which is called "information islands". Therefore, it is urgent and important to solve the problem that how to establish an effective and practical information-sharing platform in order to achieve collaborative management in regional transport network.Firstly, this paper analyzes the monitor system of freeway and the associated urban expressway, analyzes user's information demand and function demand of Distributed Regional Traffic Information-Sharing Platform (TISP), brings forward integration technology Solution of TISP which is based on the centralized and distributed mind, analyzes the concept of Distributed Regional Traffic Information-Sharing Platform which based on regional heterogeneous traffic monitor systems of freeway and the associated urban expressway. By analyzing the role and positioning of TISP, this paper designs logical framework, physical framework and software framework of TISP. Information storing and processing is the main function of TISP. This paper puts forward the information storing system that information are stored separated in physics but centralized in logic, and designs the data structure and data warehouse, and analyses the information processing of TISP. Finally, this paper analyzes the information exchange of TISP, which is the key technology to build TISP. This paper takes the XML as the database exchange technology to accomplish the information exchange between the mainstream relational databases, and puts forwards the solution of data exchange problems which existing heterogeneous traffic monitor systems.This paper is a good theoretical reference and practical guide to build TISP based on Regional freeway and related urban expressway traffic monitor systems.
