With the reform of the domestic economic system,China’s economic development has entered a new normal.In the past,the growth rate of real estate-based investment in fixed assets has slowed down,and investment demand for infrastructure public goods has emerged in large numbers,and the corresponding PPP model has risen to the national strategic height.Level.The emergence of the PPP model has transformed construction companies from traditional single-building construction to integrated services in the form of integrated investment,financing,design,construction and operations.The existing organizational processes of construction companies cannot meet the demands of PPP projects.For construction companies,participating in the PPP project is a requirement for the survival and transformation of the construction company.Design and optimize the business process and organization system,improve the company’s comprehensive capabilities in financing,construction and operations management,construct core competitiveness,and accelerate the pace of enterprise transformation and upgrading.It is the key to achieving the leap-forward sustainable development and meeting the new requirements for the development of the construction market.Therefore,the exploration of the organizational process reengineering of construction enterprises based on PPP strategy provides a theoretical reference for the successful transformation and upgrading of construction companies.It has certain practical and theoretical significance.The main research contents and empirical analysis of this study are as follows:This thesis starts from the literature research and theoretical research,proposes the construction enterprise strategy,organizational process reengineering,performance theory logical model,and uses the structural equation model to analyze the relationship between the three,and finds that scientific and rational strategic transformation is conducive to guiding organizational process reengineering.At the same time,organizational process reengineering has an impact on key aspects of performance.Secondly,based on the empirical analysis results and strategic transformation analysis of construction companies,a diagnosis and analysis made on the status quo of construction enterprises’ organizational processes.It is found that the defects in the construction enterprise processes mainly include insufficient coverage,backward support system,unreasonable pre-project processes,and informatization construction of the enterprise.perfect.The organizational system of construction companies mainly has the following deficiencies: There are many management levels,and the responsibilities at all levels are unknown;functional departments cannot support participation in PPP projects;low levels of human resources and unreasonable talent structure;lack of risk control capabilities;unscientific management and control systems,project management Easy to lose control.Finally,based on the empirical analysis results and diagnostic analysis results,this paper proposes a design concept of organizational process reengineering of construction enterprises based on PPP strategy.The business process of PPP project is divided into PPP project.The business process is divided into pre-project preparation phase,project implementation construction phase and project operation.During the handover stage,based on the relative importance,duration,and business characteristics of the three stages of PPP,according to the principle of private building companies’ strategic goals,cost savings,and improvement of management efficiency,the three-level four-level organizational structure for PPP was proposed and combined.Case studies verify the feasibility of organizational process reengineering design ideas.Based on theoretical and empirical analysis,this thesis finds out the impact path between the development strategy,organization process reengineering and performance of construction companies,combining the organizational process diagnosis results of construction enterprises based on PPP strategy to propose enterprise process and organizational system suitable for the strategic transformation of Chinese construction companies.It has important reference significance for Chinese construction companies to participate in the specific operational practice of PPP projects.
