As a people-benefited project,rural power grid upgrade project(hereinafter referred as "Rural power grid project")is the foundation of rural economic development and has important strategic significance in promoting rural development and increasing the living standards of farmers.Effectively preventing project risks in the rural power grid project and enhancing the management level of the rural power grid project play an important role in whether the advancement of smooth construction of the rural power grid or adaption to increasingly strict internal and external regulations to establish the image of "responsible central enterprises".It is of great theoretical and realistic significance that we build an inner control system for rural power grid projects from the perspective of full-process control of the project by analyzing real management issues faced in the implementation process of rural power grid projects and studying risk prevention measures,realize risk response and guide risk management of rural power grid projects mainly using methods like ex-ante prevention.In this paper,with the J Power Supply Company as the research object,the characteristics and current status of risk management of rural power grid projects are analyzed,the causes of problems are analyzed and as is found that the internal supervision of rural power grid project of the J Power Company is not effective enough,the risk management mode is obsolete,and the intensity is insufficient,the responsibility of risk management is scattered,and the inner control system for rural power grid project based on the whole project process is lacked.Therefore,in this paper,I studied the establishment of the inner risk control system for the rural power grid project of the J Power Supply Company.With the risk management mode of risk identification,risk assessment and risk management in the whole process of rural power grid project,identifying and analyzing the hidden risks of each phase of the project,evaluating the degree of risk impact and the possibility of occurrence,and studying the risk response measures basing of these.On this basis,with information-based measures,the identified list of risks is monitored.Based on the three dimensions of pre-event,in-event and post-event,and combined with the results of risk assessment,mandatory,early-warning and feedback indicators are set for each link to effectively avoid risks,timely warn risks and take countermeasures,as well as remedial measures after taking place.Finally,according to the connection mode of the project,the risk prevention and control measures of each link are organically unified and integrated,and an inner risk control system covering the full process for rural power grid project of the J power supply company is established.Thin taking the 10kV rural power grid project of the the J power supply company as an example,the inner risk control system template is compiled to optimize and improve the management process of rural power grid project of the J power supply company and to improve risk management level of rural power grid project,making contribution to optimize quality of rural electricity and farmers’ lives.
