Research On The Centralized Supervision Of The Pollution Operation Ships In Caofeidian Port District Of Tangshan

With the development of port,the proportion of port economy in local GDP is increasing,so local government pays more and more attention to it.It took only a little more than ten years for the port of Caofeidian in Tangshan to have a belt of sand island of less than 2 square kilometers.It has developed into a super port with an annual throughput of more than 300 million tons.More and more ships are entering and leaving Caofeidian Port.The number of operations of ships involved in marine pollution is also increasing rapidly,and the risk of damage to marine environment is alsoincreasing.Therefore,it is of great significance to study the centralized management of the ships involved in pollution operation in Caofeidian Port area of Tangshan for speeding up the development of the port,standardizing the operation behavior and improving the pollution prevention level of the whole port.Based on the author's work,this paper first analyzes the current situation of marine supervision of ships involved in pollution operation in Caofeidian Port area,and introduces in detail the construction of ships' emergency capacity.In the last five years,the vessel number and throughput of dangerous goods in Caofeidian Port are analyzed.The present situation and potential risks of the ships involved in pollution operation in Caofeidian Port area are analyzed,as well as the existing problems in the process of maritime supervision.Secondly,the risk factors which may affect the safety of the ship involved in pollution are analyzed objectively by consulting the literature,analyzing the data and combining with the actual work.Then,the author analyzes the general situation of the management of the ship involved in the pollution operation at home and abroad.The management experience in other ports is analyzed from the planning of the port,combining with the role that the local government should play in the port construction and the advantages of the centralized management of the ships involved in the operation of pollution.Then,the author begins with the analysis of the port planning through the general situation of the management of the ships involved in pollution operations at home and abroad,as well as the management experience in other ports.Combined with the role that the local government should play in port construction and the advantages of centralized management of ships involved in pollution.Finally,aiming at the existing problems in the operation of the port,from their own practical work and maritime management requirements of pollution related operation of the ship management of the creative concept of pollution related vessels operating centralized supervision,and analyzes the centralized supervision of the advantages and disadvantages,and later in port construction should be avoided the problem.This paper provides a new idea for the maritime administration to strengthen the management of the ship involved in pollution,puts forward some suggestions to the local government in the future port planning,and provides a new method for improving the pollution prevention level of the port area.
