The Research And Estimating Of Site Selection Of Large Thermal Power Plant Based On The Delphi Method

The site selection generally exists in social and economic lives.It determines the intending enterprise operating condition,and even regional economic development,so the site should be selected scientifically and accurately.Thermal power plant siting follows the basic theory of site selection,but it also has its own characteristics and properties.Therefore,it is important to take characteristics of the thermal power plant into account,choose a reasonable evaluation index system,and use proper method to evaluate the selection scheme more scientifically and accurately.In this paper,we choose the site selection of large thermal power plant as an example.Firstly,the paper introduces the existing research status at home and abroad,and points out the existing deficiencies and defects of the thermal power plant siting selection research in our country,then it puts forward the research ideas and methods of this paper.Secondly,it illuminates the basic theories and principles of the site selection,considering the features and characteristics of the thermal power enterprises,and analyzes the basic principles,main factors,the basic procedures and steps of site selection.Then we introduce some basic methods used commonly in site selection,and use the Delphi method to construct the evaluation index system of site selection of large thermal power plants,and confirm the weights of the 28 kinds of index system comprehensively by using AHP method and ANP method.Finally,we use the Delphi method to score the indicators of three schemes,and make the evaluation of three schemes by using AHP method,fuzzy comprehensive evaluation method and evaluation method based on Value Engineering.All above make the final results of the evaluation more scientifically and accurately.This paper provides a research method for large thermal power plant siting selection.
