Power grid construction is an infrastructure,which has an important impact on society,economy and people’s life.However,there are contradictions between power grid demand and power grid construction,such as the mismatch between power grid demand and socio-economic development,the inadequate evaluation of the adaptability of power grid construction and socio-economic development,the serious obstruction of power grid construction,the difficulty of land expropriation and relocation compensation,and the imperfection of the coordination mechanism of power grid construction.Taking A city as an example,this paper analyzes the adaptability of the power grid construction project to the social environment from two aspects: the social environment during the construction period of the power grid project and the social environment during the operation period of the power grid project.Firstly,97 local villagers and 16 grass-roots organizations of power grid construction are selected as the target samples.Through questionnaire survey and field interviews,descriptive statistical analysis shows that there are four main problems in the construction of power grid projects in A city: unreasonable compensation standards for land expropriation and relocation of power grid construction;unreasonable compensation standards for land expropriation and relocation and construction land compensation for power grid construction.The compensation mechanism is inadequate;the way of land expropriation,demolition and resettlement in power grid construction is single;the coordination mechanism of multi-interest groups is not perfect.Secondly,it analyzes the effectiveness of A city grid project construction and its coordination with local social and economic development.In this paper,the input-output index system of power grid project construction effectiveness analysis is constructed,and the relative effectiveness of power grid construction in A city from 2010 to 2014 is analyzed by DEA.The results show that the power grid construction in A city has reached the state of technical effectiveness and scale effectiveness in 2010-2013,but the power grid construction in 2014 is in the state of technical inefficiency and diminishing marginal income.Then,this paper constructs the evaluation index system of A city power grid development level and the evaluation index system of social and economic development level,and further calculates the dynamic and static coordination between 2010-2014 A city power grid construction and social and economic development.The results show that the static coordination degree of power grid construction and social and economic development level in 2010,2011,2013 and 2014 in A city is more than 0.9,indicating that the matching degree of power grid construction and social and economic development in A city is relatively high,and the static coordination degree in 2012 is 0.878,belonging to the category of "more coordinated".At the same time,the power grid construction level of A City lags behind the regional economic development most of the time,so from the perspective of coordination,the power grid construction level of A city still has room for development.Therefore,we should adjust the compensation standard for land expropriation and demolition according to the economic growth rate,design the compensation mechanism based on easement,adopt the resettlement method combining power grid construction with new rural construction,and construct the government-led coordination mechanism for power grid construction.The optimization directions of changing the investment scale of power grid construction(including increasing the investment scale and reducing the investment scale),strengthening the scientific decision-making of power grid investment,streamlining the employees of power grid enterprises,and adjusting the structure of power grid construction are put forward.The single factor quantitative effect analysis of each optimization direction is carried out,and finally the results are verified by the operation society.Environmental adaptability optimization combination scheme.
