The Risk Assessment Of Traditional Village Conservation Project Based On The PPP Mode

Most of the traditional villages have a unique geographical environment and ethnic composition,which form a diversified cultural resources and natural heritage resources.Each village presents a unique style,carrying the regional culture of the Chinese nation and is a precious human cultural heritage.In China’s long history of rivers,countless villages have been precipitated and formed a gem of embarrassment.However,with the acceleration of the process of rural economic marketization,new rural construction,and new urbanization,the contradiction between the preservation of the historical landscape and ancient dwellings of traditional villages and the goal of rural economic development has deepened.Introducing the PPP model into traditional village protection projects can ease government funding pressures and improve the protection efficiency of traditional villages.Due to the large initial investment in traditional village protection projects,long investment recovery period,and the special protection and inheritance of cultural heritage,the project faces more risk factors.Therefore,it is of great significance to evaluate the risk of traditional village protection PPP project.Based on the in-depth understanding of traditional villages and related laws,regulations and policies of the PPP model,this paper systematically analyzes and summarizes the current research status of the traditional village protection field at home and abroad.Combining with the features of PPP model,rural revitalization strategy,rural public product theory,project differentiation theory and risk management theory,this article analyzes the applicability of traditional village protection PPP projects,finds and raises questions and systematically constructs a risk assessment system for traditional village protection PPP projects.First of all,it compares and analyzes the business models of typical cases of traditional village protection projects,analyzes the problems that arise in the management of traditional village protection projects in China,and then draws the importance of system identification of risks and the construction of evaluation systems.In response to the large number of traditional village inventory projects and the latest PPP model-related policies and regulations,the operating modes of new projects and stock projects are designed.At the same time,it proposes that traditional village protection PPP projects need to be bundled with operational resources to realize the conversion of payment mechanisms.Secondly,the risk identification and evaluation system of the traditional village protection PPP project was studied.Based on the analysis of the problems in the process of traditional village protection,combined with the risk factors that may occur during the operation of traditional village stock projects and new projects under the PPP model,the risk list of traditional village protection PPP projects is listed.This paper constructs a traditional village protection PPP project risk assessment system based on entropy weight and fuzzy comprehensive evaluation model to determine the importance of risk factors and the risk level of the entire project,and empirical analysis.Finally,according to the order of risk,several risk prevention measures are proposed,such as the need to design a reasonable investment return mechanism and performance assessment mechanism,absorb multiple forces to participate,and accelerate the transformation of traditional village protection stock projects into PPP projects.Through the research on the risk assessment of the traditional village protection PPP project,it can provide guidance for the wide application of the traditional village protection project in the PPP mode,improve the project’s anti-risk capability,facilitate the smooth implementation of the project and sustainable development,and have a certain role in promoting the strategy of rural rejuvenation.
