T company is a company mainly engaged in automotive R&D projects.As a knowledge and technology intensive enterprise,in order to ensure the effective output of automotive R&D investment,the establishment of a reasonable and effective performance management system has become the top priority of T company R&D projects.Firstly,this paper analyzes and studies the development history of performance appraisal theory and four kinds of systematic performance appraisal theories,such as key performance indicators and target management method,and accumulates rich theoretical knowledge.Secondly,the current R&D project performance appraisal system of the company is diagnosed,and the pros and cons of the current R&D project performance appraisal system are analyzed from various angles.It is found that the system is unreasonable in the aspects of appraisal methods,appraisal cycle,the rationality of appraisal indicators,and the application of appraisal results.Thirdly,combined with the company's strategy and business plan,on the one hand,the company's business strategy is decomposed into performance evaluation indicators of R&D projects by using fish-bone diagram analysis method;on the other hand,the behavior event interview method is used to interview some core backbone,and the performance evaluation indicators of R&D projects are extracted.Combining the performance appraisal indicators established by the two methods,this paper constructs the performance appraisal index system of R&D projects,uses the analytic hierarchy process(AHP)to assign weights to multiple performance appraisal indicators,and verifies their consistency.The consistency ratio of all indicators is less than 0.1,and the consistency level is accessible.Subject to scope.Finally,a new performance appraisal system for R&D projects is established,and some suggestions are put forward.The innovation of this paper is to diagnose the current performance appraisal system of R&D personnel according to the theory and actual situation of performance appraisal,and take the diagnostic results as the basis of choosing the method of establishing the performance appraisal system,to explore the application of the key performance index method to establish the performance appraisal index of R&D projects,that is,to choose the fish bone diagram to fight against each other.The key performance indicators of R&D projects are obtained by slightly decomposing,and a scientific and reasonable performance appraisal index system is established by using behavioral event interview method.
