At present,the scale and level of construction of water conservancy and hydropower projects in China are developing rapidly.However,due to the characteristics of long construction cycles,large investment,multiple cross-cooperative departments,and high construction technology requirements,water conservancy and hydropower projects has brought into a big challenge according to cost management.Therefore,based on the current economic and market environment of this industry,how to effectively and efficiently carry out the cost management of water conservancy and hydropower projects under the premise of effectively ensuring the safety,quality and schedule of the project,and scientifically and reasonably control the project cost,which usually is the focus of engineering cost management departments and participating units.Based on the client's perspective,this dissertation builds a maturity evaluation model based on the entire process cost management theory and maturity model theory of water conservancy and hydropower projects.The main works completed are: referring to the existing typical maturity model and combining the characteristics of cost management of water conservancy and hydropower projects,a five-level model of cost management maturity for water conservancy and hydropower projects has been established.Based on the literature research,the important factors affecting the cost management of water conservancy and hydropower projects are summarized,and the maturity evaluation index system for basic cost management is formed accordingly.Then,the evaluation index system of cost management maturity of water conservancy and hydropower projects including investment decision stage,design stage,bidding stage,construction stage and completion acceptance stage is formed through questionnaire survey.Secondly,the analytic hierarchyprocess is used to determine the weight of maturity evaluation index,and the fuzzy matter-element method is used to construct the maturity evaluation model for cost management of water conservancy and hydropower project.Finally,the practical case study is carried out to analyze the difficulties of project cost management,and the detailed data is brought into the maturity model for solving,which verifies the rationality and practicability of the model.In summary,the maturity evaluation index system and maturity evaluation model for the cost management of water conservancy and hydropower projects constructed in this dissertation can provide a certain reference for the future cost management of water conservancy and hydropower projects.
